Program Overview
The Occupational Mentor Certification Program (OMCP) is a groundbreaking correctional education initiative serving individuals currently incarcerated within the California Department of Corrections and Rehabilitation (CDCR). Operated by Options Recovery Services, OMCP provides top-tier substance use disorder education, training, and certification, preparing participants to become Certified Alcohol and Other Drug Counselors (AOD) in the State of California.
Options launched a pilot program at San Quentin State Prison in 2006. In collaboration with CDCR, OMCP was officially established at California State Prison, Solano in 2009. Since then, it has expanded to multiple training sites and earned national recognition as a high-quality program that transforms the lives of its participants and the communities they serve.
OMCP offers long-term incarcerated individuals the opportunity to receive professional training from leaders in the field and certification through California’s designated state certifying organizations. By equipping participants with skills, credentials, and purpose, OMCP is reshaping the rehabilitative landscape of California’s correctional institutions.
Position Summary
The OMCP Program Site Director (PD) plans, organizes, directs, and coordinates all aspects of the program at the California State Prison, Los Angeles County (LAC), Lancaster, CA—identified as one training site. The PD provides leadership for program operations, ensures contract compliance, and indirectly supervises all program staff. This position reports to the Sr. Director of Incarcerated Services, OMCP.
Minimum Qualifications
Key Duties and Responsibilities The Program Director shall:
1. Be onsite during programming hours (except for approved leave, state holidays, or CDCR-approved meetings/training).
2. Submit monthly staff schedules (including PD schedule) to CDCR before the start of each month.
3. Be available by cell phone at least one hour before and after programming.
4. Maintain oversight of training schedules for each OMCP cohort.
5. Meet with CDCR weekly (or more often as needed) to review program implementation and compliance.
6. Oversee staff hiring, evaluation, training, and supervision in coordination with the Sr. Director.
7. Ensure accurate and timely ARMS data entry and reporting.
8. Obtain CDCR approval prior to ordering supplies or equipment.
9. Submit required weekly, monthly, and quarterly reports to CDCR.
10. Coordinate program-related facility activities and site visits.
11. Monitor fiscal expenditures and ensure agreement compliance.
12. Ensure all staff adhere to CDCR policies and procedures and attend all required trainings.
13. Collaborate with CDCR headquarters, local institutions, ISUDT contractors, and Options staff.
14. Develop and maintain an approved reentry resource sheet for participants.
15. Assign participants to appropriate internship sites in ARMS and provide notice of arrivals.
16. Assist with OMCP-related correspondence to incarcerated persons as requested.
17. Perform other related duties as assigned by Options or CDCR.
