Ipas Pakistan seeks the services of a seasoned Project Manager with a successful record of project management in the Reproductive health in general and family planning in particular. The ideal candidate will be passionate about Ipas’ mission, vision and core values and have the capacity to lead excellent project execution, budget management, reporting, partner and stakeholder management. Success in this role will depend on attention to detail, determination to achieving project targets on time, taking initiative, a proactive approach to risk management and troubleshooting and strong communication skills.
The key responsibilities include management of project team, implementation of project interventions in public and private health facilities and community, improving access and utilization of the services by community, improving program quality through trainings, strengthening quality assurance, and using data for action.
Under direct supervision of the Head of Programs, the Project Manager will be maintaining relationship with stakeholders, strong coordination with district and provincial health officials, civil society organizations, networks, program management with scope, budget and time to fulfill the job purpose.
Primary Responsibilities:
Project Delivery
  • Develop detailed annual costed detailed implementation plans of the projects and ensure its timely implementation
  • Ensure that technical guidelines are being followed as per quality assurance benchmarks.
  • Responsible for effective and efficient implementation of the projects to ensure the quality, on-time and on-budget execution of the project activities.
  • Seek technical expertise from and coordinate with the health system strengthening and research, monitoring and evaluation teams for timely execution of the project
  • Ensure that line/technical management is updated with latest information on key developments in the program and partnerships.
  • Make regular visits to the project locations for implementation support and supervisions and provide feedback and support for achieving the desired results in a timely and quality manner.
  • Ensure trainings and other project interventions are well planned and implemented as per DIP.
  • Manage third-parties such as implementing partners and consultants for the timely delivery, reporting and adherence to compliance requirements in line with the specified scope of work and sub-award agreement.
  • Identify, and anticipate in a timely manner, potential risks and issues and advises mitigating measures to senior management so that maximum benefit to partner(s) and other stakeholders is achieved.
  • Coordinate with internal and external stakeholders, including the third-party consultant as per project plan
  • Represent the project success and lessons learnt in external forums as assigned by the supervisor or the CD.
Financial Management
  • Being a sub budget holder responsible for financial management of the project, ensure proper budgeting, financial monitoring and compliance within donor and Ipas permissible limits.
  • Keep track of budget vs. expenditure analysis to timely address issues and take corrective action where required.
  • Work in close coordination with the Finance team to ensure that timely and accurately financial reports are prepared for the project.
  • Ensure project compliance with Ipas’ financial management, procurement and other applicable policies, guidelines and procedures.
  • Manage expenditures against the budget (based on accurate financial reports) and reforecast as needed.
  • Closely review financial reports provided by local implementing partners and consultants in line with agreed contracts and narrative progress reports and/or deliverables.
Reporting and Documentation

  • Maintain an up-to-date record of the project documentation in line with the Ipas Record Retention Policy.
  • Timely generate high quality monthly, quarterly and yearly reports, program briefer, presentations, publications and IEC materials, maintain project files, photo-gallery and documentation of success stories from the field for internal and external sharing.
  • Ensure timely data collection and means of verification of project activities are uploaded in the Ipas database.
  • Provide routine oversight and analysis of project data to management.
  • Coordinate with RM&E team for proper documentation, data collection and monitoring of project deliverables.
  • Document observations and recommendations for improving project performance to achieve the intended outcomes.
People Management
  • Manage the project team professionally and provide on job mentoring for improving performance
  • Hold regular meetings with project staff to ensure that project objectives are being met with high level of spirit and commitment
  • With support of HSS team, ensure values for PAC and FP are regularly evaluated and clarified
  • Be a good listener and help staff address issues affecting the project and/or team morale in effective and efficient way
Others
  • As part of the Program Management Team, contribute, as appropriate, on policy, practice and strategy.
  • Participate as appropriate in assessments and responses in the case of humanitarian emergencies.
  • Help develop an atmosphere that induces open communication and maximizes skills/experience sharing among stakeholders
  • Will oversee donor and internal funded projects in the Ipas intervention districts
  • The role of the Project Manager is not restricted to the above and s/he may be asked to perform other duties as directed by supervisor and CD.
Travel: 25% travel would be required for Project Manager position.
SELECTION CRITERIA
Education
Required:
  • Bachelors’ degree in medicine, public health, doctor of pharmacy, social sciences, development studies, or in project management
Desired:
  • Masters’ or post-graduate qualification in a related field
  • Professional training certification in Family planning and PAC and service delivery standards.
  • Diploma or professional training certification Project Management (e.g. Prince2 or PMI, etc.) is desirable.
Skills and Experience
Required:
  • At least 12 years’ professional experience overall
  • Previous 5 years’ experience in SRH/PAC/FP project management
  • Line management experience
  • Skilled in using project management tools
  • Excellent report writing skills and familiarity with various donors’ reporting requirements.
  • Experienced in tracking progress against project logframes.
  • Experienced in preparing project presentations to deliver to donors
  • Ability to communicate and maintain tactful relations with relevant local authorities
  • Strong knowledge of grant and budget management
  • Experience of managing diverse local partner organisations as consortium partners or sub-grantees;
  • Experienced in conducted due diligence processes for selecting local partners
  • Experienced in negotiating partnerships (scope of work, budgets, timelines and other terms and conditions)
  • Strong analytical, interpersonal, communication, negotiating and networking skills.
  • Ability to work independently as well as in team with a commitment to high quality work.
  • Proven organisational skills and ability to maintain project administrative systems and processes
  • Proficient in Ms Excel , MS Word, Outlook, Power point etc.
Desired
  • Prior experience of working in program to address PHC in general and PAC and FP services gaps in particular in public and private sectors
  • Subject-matter expertise in SRH/FP/PAC
  • Current knowledge of RH sector working groups and relevant government stakeholders.
  • Knowledgeable in forward accountability mechanisms in development projects
  • Knowledgeable about SDGs
  • Knowledge on SPHERE standards, reproductive health in Emergencies is desirable
  • Experience of leading PAC and FP projects in public and/or private sectors
  • Good facilitation skills
  • Familiarity with FP standards, High Impact Practices
  • Ability to writing fundraising proposals
  • Willing to accept challenging assignments for themselves (and their team), takes responsibility for their own personal development and encourages others to do the same
