The Project Manager will be responsible for identifying, scouting, and securing business
opportunities from Corporations, State Governments, Municipal Bodies, PSUs, Private and
other Government/Private organizations through:
E-Procurement Portals
GeM (Government e-Marketplace)
Departmental websites
Direct liaison and references
Industry networks and other relevant sources
The role involves client relationship management, understanding RFQs/RFPs, coordinating
closely with the Tender Executive, and converting opportunities into awarded projects.
1. Opportunity Identification & Scouting
Daily monitoring of:
o Central & State E-Procurement portals
o GeM Portal (Bids, Reverse Auctions, Custom Bids, Direct Purchase)
o Municipal & PSU websites
o Other procurement platforms and industry sources
o Private entities
Identify and shortlist relevant tenders aligned with company objectives.
Maintain an opportunity pipeline and share evaluated prospects with management
and Tender Executive.
Knowledge in GeM bids, BOQs, reverse auctions, and custom bids.
Ensure compliances required for GeM portal guidelines and documentation.
Track GeM ratings, performance metrics, and buyer communications.
Oversee submission on various e-procurement portals ensuring accuracy and
timeliness.
Work closely with the Tender Executive for end-to-end bid evaluation and
submission.
Share insights from client meetings and pre-bid discussions.
Review eligibility criteria, compliance checklist, and commercial positioning.
Ensure all documentation, EMD, BG, and approvals are completed before submission.
Ensure zero disqualification due to documentation or compliance gaps.
Build strong professional rapport with officials and key decision-makers.
Conduct meetings, presentations, and follow-ups.
Attend pre-bid meetings and technical discussions.
Understand department requirements and upcoming procurement plans.
Analyze technical, commercial, and eligibility requirements.
Assess project feasibility, profitability, and risk factors.
Develop bid strategy in coordination with management and Tender Executive.
Support negotiation and follow-up until award stage.
Drive tender-to-award conversion.
Coordinate agreement finalization and project kick-off.
Ensure smooth handover to execution/operations team post-award.
Number of qualified tenders identified (E-Procurement + GeM + Other Sources).
Number of GeM bids and reverse auctions participated in.
Tender-to-award conversion ratio.
Value of projects secured.
Number of official meetings conducted.
Zero compliance-based rejection.
Effective coordination with Tender Executive.
3–5 years of experience in Government/PSU tendering and project acquisition.
Hands-on experience with E-Procurement portals and GeM.
Strong understanding of RFQ/RFP processes.
Proven experience in securing Government/PSU projects.
