Northern Pakistan Energy Limited (NPAK Energy), a subsidiary of Industrial Promotion Service (IPS) of the Aga Khan Fund for Economic Development (AKFED), operates based on a 30-year Concession Agreement signed with the Government of Gilgit-Baltistan (GB). Responding to the GB government’s request, NPAK Energy will develop the energy system to supply clean, reliable, and affordable electricity for all of Hunza as well as demonstrate the applicability and relevance of a regionally proven model for the operation of an integrated utility company in Pakistan.
It builds on the successful PPP solutions implemented by AKFED in both Tajikistan and Afghanistan, through NPAK Energy’s sister companies, Pamir Energy and Badakhshon Energy.
NPak Energy Project Manager will be responsible for:

Prepare the project plans, schedules, and specifications.

Lead in preparation of project budget.

Lead the hiring process of the team and set up the team structure.

Conduct subordinated Staff Performance Evaluation
- Identifies and researches potential new suppliers and updates the approved vendors/suppliers list constantly
- Coordinate and facilitate procurement-related meetings such as kick-off and pre-proposal meetings, post-award conferences, and team briefings

Prepare a full package of tender documents (RFP, RFB, RFQ) and implement the entire tender process.

Ensure the tender procedures, methods, and vendor selection are aligned with the Procurement Regulations of the company and donor requirements

Prepare the Procurement's contract management system including the EPC contract.

Initiate the design and implementation of sourcing strategies and procurement plans to support accounting, corporate and client strategies and objectives.

Develop the procurement evaluation reports.

Ensure all reporting requirements are met.

Expedite and approve all shop drawings and approvals.

Monitor and maintain the project construction schedule every week.

Monitor site safety and ensure that the requirements of the Occupational Health and Safety standards are enforced. Assure that all incidents, near misses and accidents are documented and appropriate measures are taken to prevent any such incidents in a fast manner.

Ensure completion of and track all independent testing and inspections as required by the relevant authorities, the laws, relevant legislation and standards of Gilgit Baltistan and to ensure all required civic bodies inspections are performed.

Issue Monthly progress reports including summary of work performed in reporting months and in next coming month.

Maintain and enforce good construction standards and quality control.

Maintain Control and responsibility for the security and operation of the directly owned equipment on the job site in conjunction with site staff.

Control and monitor labor, material and equipment expenses.

Prepare monthly cost forecasting summaries.

Prepare and expedite project deficient lists.

Supervise the development and implementation of a quality assurance program for manufacturing, monitoring schedule, supervise the inspection of equipment and materials prior to delivery from the manufacturing place, review documents to assure quality of delivered goods, carry out comparisons of as-built drawings to design, and addressing shortcomings in any of these areas (site visits would be required during the manufacturing and construction phases).

Supervise the specification of all items/requirements which must be followed up to reduce temporary impacts to environment and people during construction, specify each required item in a checklist and ensure that the items are handled according to International best practices following this checklist, monitor impacts and the mitigation measures taken to reduce such impacts and report on a monthly reporting basis, review these reports and if required, financial partners may request to check the situation at site during other planned site visits.
