Job Overview:

This position procures goods and services for the Office of Public Instruction in accordance with the Montana Procurement Act, ensuring fair competition, maximizing the purchasing value of public funds, and providing leadership and services for innovative, responsive, and accountable public procurement.

Knowledge, Skills, and Abilities (Behaviors):

Required for the first day of work:

  • Knowledge of concepts and theories applicable to administrative and professional accounting and budgeting for a very complex funding structure.
  • Knowledge of the principles and practices of accounting; Statewide Budgeting, and Generally Accepted Accounting Principles (GAAP).
  • Knowledge of the legislative process; budget preparation, budget analysis, and the executive budgeting process; statistical tools and techniques, research methods, data gathering techniques and projection methodologies.
  • Ability to maintain accuracy, integrity, and meet deadlines sometimes under stressful conditions.
  • Ability to effectively and diplomatically communicate complex and sometimes controversial information orally and in writing.
  • Skilled collaborator, able to advocate for needs of the department, and negotiate necessity.
  • Ability to use technology tools, forecasting models and software. Thorough knowledge of Excel, spreadsheet applications, and Word.

Minimum Qualifications (Education and Experience
):
  • Bachelor’s Degree in business, public administration, communications, or relevant field.
  • Four years of professional experience in purchasing, technical writing, project management, contract administration, or other job-related experience.
  • One year of supervisory experience.
  • Other combinations of related education and experience may be considered.

Preferred


  • CPA or MBA
