Detailed Job Description
Key Responsibilities:
Cost Estimation & Budgeting:
- Prepare detailed cost estimates for projects, ensuring accurate pricing of labor, materials, and equipment.
- Assist in the development of project budgets and provide financial forecasts based on project specifications and timelines.
Cost Control & Monitoring:
- Monitor project expenses and track costs against the approved budget.
- Identify areas of cost overrun or savings and propose adjustments to maintain budget integrity.
Bill of Quantities (BoQ) Preparation:
- Develop comprehensive Bills of Quantities based on project designs and specifications.
- Ensure BoQ accuracy to prevent disputes or discrepancies during construction.
Valuation of Work:
- Conduct regular site visits to assess the value of work completed.
- Prepare and submit interim payment applications, ensuring timely payments to contractors and suppliers.
Contract Administration:
- Assist in the management of contracts, ensuring all financial terms and conditions are met.
- Review and assess variation orders, change requests, and claims to ensure they are within project scope and budget.
Tender & Procurement Assistance:
- Assist in the preparation of tender documents, ensuring accurate costing and risk analysis.
- Evaluate tenders received and assist in selecting the most cost-effective options for materials and subcontractors.
Risk & Value Management:
- Identify potential risks associated with project costs and propose mitigation strategies.
- Continuously review project progress to identify opportunities for value engineering and cost optimization.
Final Accounts & Reporting:
- Prepare and finalize project accounts, ensuring that all contractual obligations are fulfilled.
- Maintain accurate financial records and produce regular reports on project financial performance.
Liaison with Stakeholders:
- Work closely with the project team, clients, contractors, and suppliers to ensure smooth financial management.
- Provide financial advice and guidance to project managers and engineers regarding cost-related matters.

Cost Control:
- KPI: Maintain costs within budget throughout the project lifecycle.
- Objective: Minimize cost overruns and ensure financial efficiency.
Timely Payments:
- KPI: Ensure prompt and accurate payment applications.
- Objective: Achieve timely payments to contractors and suppliers with zero payment delays.
Accurate Estimations:
- KPI: Provide accurate cost estimates and valuations.
- Objective: Minimize discrepancies between initial estimates and actual project costs.
Contractual Compliance:
- KPI: Ensure compliance with all contract terms and conditions.
- Objective: Resolve disputes or variations with minimal financial impact on the project.
Value Engineering:
- KPI: Identify opportunities for cost savings without compromising quality.
- Objective: Optimize project costs while maintaining the desired project outcomes.
Job Qualification, Knowledge, and Skill Set:
Minimum Experience:
- 2 years of Qatar experience as a Quantity Surveyor in the civil construction field.
- Hands-on experience in cost estimation, budgeting, and contract administration.
Location Requirement:
- Must be locally available in Qatar with valid Qatari work authorization.
Educational Qualifications:
- Bachelor’s degree in Quantity Surveying, Civil Engineering, or a related field from an accredited university.
Skills & Expertise:
- Strong knowledge of cost management, quantity surveying principles, and contract law.
- Familiarity with Qatari construction regulations, standards, and safety codes.
- Proficiency in civil engineering and project management software.
- Ability to prepare BoQ, estimates, and financial reports accurately.
- Excellent negotiation, communication, and problem-solving skills.
Certifications:
- Relevant certifications in cost management or project management (e.g., RICS) are a plus.
Technical Skills:
- Proficient in using software such as AutoCAD, MS Excel, and specialized Quantity Surveying software (e.g., CostX, QS CAD).
- Strong understanding of construction methods, materials, and project timelines.
Language Skills:
- Fluent in English (both written and spoken).
