About the Role

We are looking for a competent and experienced Safety Officer (HSE Officer) to join our team for ongoing oil & gas and industrial projects in Qatar. The ideal candidate will have direct experience working under QatarEnergy (QP) HSE regulations, and a strong understanding of EPC site safety, risk assessment, and compliance practices. The role requires a proactive individual with excellent communication and leadership skills to promote a strong safety culture across all project activities.

Key Responsibilities

1. HSE Implementation & Monitoring

· Implement and enforce the company’s HSE management system in line with QatarEnergy and international standards (ISO 45001, ISO 14001).

· Conduct daily site safety inspections and report unsafe conditions, practices, or violations.

· Ensure all site personnel comply with approved method statements, risk assessments (JSA), and permit-to-work systems.

· Promote and monitor compliance with QatarEnergy Golden Rules of Safety.

2. Training & Awareness

· Conduct HSE inductions, toolbox talks, and refresher training for all project staff and subcontractors.

· Raise safety awareness and foster a positive safety culture across all levels of the workforce.

3. Incident Reporting & Investigation

· Report and investigate all incidents, near misses, and unsafe acts/conditions in accordance with QatarEnergy procedures.

· Prepare detailed incident investigation reports and assist in developing corrective and preventive actions (CAPA).

4. Documentation & Compliance

· Maintain all HSE records, checklists, and inspection reports.

· Participate in internal and external audits conducted by clients, consultants, or QatarEnergy representatives.

· Ensure all HSE documentation (PTW, PPE, equipment certifications) is up-to-date and compliant.

5. Emergency Preparedness

· Participate in emergency drills, evaluate outcomes, and recommend improvements.

· Ensure emergency response plans are communicated and understood by all personnel.

6. Coordination & Communication

· Coordinate with project management, QA/QC, and construction teams to ensure HSE requirements are integrated into all work activities.

· Liaise with QatarEnergy HSE representatives and attend site safety coordination meetings.

Qualifications & Experience

· Diploma or Bachelor’s degree in Engineering, Safety Management, or related field.

· Minimum 5–8 years’ experience in oil & gas or industrial projects, with at least 3 years in QatarEnergy (QP) projects.

· Certified in NEBOSH IGC (mandatory).

· Additional certifications such as IOSH, OSHA, ISO 45001 Lead Auditor, or First Aid/Fire Safety are an advantage.

· Strong knowledge of QatarEnergy HSE procedures, PTW systems, and regulatory compliance.

· Excellent communication, reporting, and leadership skills.

· Must be currently available in Qatar with a valid QID and transferable visa.

Preferred Attributes

· Hands-on experience in construction, maintenance, or shutdown works for pipelines, process plants, or industrial facilities.

· Ability to influence and motivate teams to maintain the highest safety standards.

· Competent in using HSE reporting software and MS Office tools.

Job Types: Full-time, Contract
Contract length: 24 months

Pay: QAR10,000.00 - QAR12,000.00 per month
