The Associate General Counsel (IV) position is located in the Office of General Counsel (OGC), Office of the President, Kennedy Center. The purpose of this position is to provide professional legal advice and services to the General Counsel, appropriate Kennedy Center staff, and Kennedy Center departments and affiliates, including the National Symphony Orchestra, the Washington National Opera and VSA on matters that require the utmost confidentiality and urgency. The Associate General Counsel (IV) will report directly to the General Counsel.</p>

The OGC handles legal, policy, and regulatory matters for the Kennedy Center and is consulted generally on programming, operational, and organizational matters.</p>

The Associate General Counsel will support OGC in fulfilling its responsibilities through a broad range of legal, policy, and administrative activities requiring the application of expert legal knowledge and experience, and regular interaction with the General Counsel, other senior Kennedy Center management team officials, Kennedy Center staff and affiliates.</p>

Key Responsibilities</b></p>

LEGAL</p>
<ul>
<li>Independently research, interpret, analyze, and develop expert legal advice, opinions and technical support, either in writing or orally, on a broad range of complex and/or precedential matters relating to federal law as applied to the Kennedy Center&rsquo;s business. Written deliverables such as legal memoranda, emails, letters, briefs, presentations, etc. must be concise, thorough, propositional, and provide well-reasoned interpretations and recommendations.</li>
<li>Provide guidance on a wide range of federal contracting and procurement matters, including application and interpretation of the Federal Acquisition Regulation (FAR).</li>
<li>Provide legal and policy guidance regarding federal appropriations and administrative law.</li>
<li>Coordinate litigation matters related to the Kennedy Center&rsquo;s federal activities, respond to subpoenas and document requests, draft and review pleadings, and assist with or represent staff at depositions.</li>

<p><b>Key Qualifications</b></p>

<div><div><p>The selected individual will supervise Management Analysts, attorneys, and/or a section chief(s) and will be responsible for overseeing the external auditing engagements with entities, including but not limited to the Government Accountability Office (GAO) and the Office of the Inspector General (OIG). The selected individual will be required to prepare responses to reports, inspections, and recommendations for Executive Leadership review. The selected individual is also responsible for the monitoring of the BOP Strategic Framework as well as the assistance the agency provides the Department of Justice for its Strategic Plan. The selected individual is also responsible preparing the Integrity Act Report for the Director, which is forwarded to the Attorney General for inclusion in the Annual Accountability Report for the Department of Justice.<br>

The selected individual assists in the analysis of legal standards in implementing tracking and compliance standards stemming from audits by external entities. The selected individual serves as the legislative, administrative, and operational expert on statutory and regulatory requirements, obligations, decisions, policies, practices, precedents, and procedures, specifically, but not limited to, documents to be provided to external auditing, congressional, and internal entities. The selected individual reviews and evaluates the implementation of procedures in compliance with 31 U.S.C. Chapter 7 and other GAO and/or congressional oversight authorities, the Inspector General Act (i.e. 5 U.S.C. APP. 3) and other authorities as they relate to interactions with the DOJ OIG, and other legal authorities pertaining to external and internal assessment of the Bureau.<br>

The selected individual will provide guidance and assistance to Bureau employees, including Executive Leadership, during external auditing engagements. The selected individual will also provide training to Bureau staff nationwide on external auditing engagements.
