The incumbent supervises employees providing recruitment, staffing, onboarding, benefits and retirement administration, position classification, performance management, and other HR operations functions to various MPD bureaus, divisions, and offices.
The incumbent will be responsible for the following:<ul><li>
Supervises plans, directs and evaluates the work of professional and technical human resources staff members, provides technical expertise to staff, and establishes section and staff work programs and objectives. Qualifications<ul><li>
Knowledge of the mission and functions, goals and objectives, organizational structure, and individual program responsibilities of the agency, including administrative laws, policies, directives, regulations and precedents applicable to the agency/assigned areas.</li><li>
Expert knowledge of human resource information systems, such as PeopleSoft. Expert knowledge of human resources management principles, concepts, regulations, and practices in the areas of recruitment, benefits and retirement, compensation, performance management, benefits, classification, employee or labor relations.</li><li>

Job Summary:
The HR Business Partner will manage employee lifecycle activities for U.S.-based staff (recruitment, onboarding, payroll, benefits administration, offboarding), ensuring compliance with federal and state regulations. Most importantly, the role is especially focused on process improvement and HR analytics to drive decision making. This role requires a proactive and detail-oriented individual with an HR generalist background including process improvement and data analytics.
Essential Duties/Responsibilities:
HR systems, tools, policies and practices:
<ul><li>Work closely with IT to trouble shoot and make changes and system enhancements to platforms as needed</li>
<li>Maintain data in HRIS and maintain all HR documentation and manage systems/tools for all HR data and records</li>
