Primary objective
To coordinate implementation of the KOC PMC Safety policies, HSE Management System and Project specific HSE. Management Plans as they apply to the project. Ensure that the site complies with the relevant HSE Legislation and KOC HSE requirements. Develop and implement the project HSE MS. Develop and maintain Statistical data for the Project. Prepare reports as required for the WorleyParsons KOC PMC HSEQ Manager. Position Reports to: HSE / QA / QC Manager.
Specific Accountabilities
<ul><li>Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.
</li><li>Ensure the EPC contractors develop implement and maintain a specific project Risk Management Plan.
</li><li>Ensure EPC contractor subcontractor selection (ITB) processes are developed and implemented on a timely basis in accordance with KOC expectations.
</li><li>Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements.
</li><li>Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action.
</li><li>Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/ additions to requirements as they come into effect.
</li><li>Review EPC contractor Safety Management System and advise of required changes. Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractor to foster the professional image of WorleyParsons.
</li><li>Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken.

 Facilitate the development and effective implementation of Project Quality Management Systems by the Project Team in a manner that meets Corporate, location and contractual requirements.

 HSE Management

 Work with the Project HSE Advisor and the Project Management Team to ensure that all areas of the Project&rsquo;s operations conform to applicable WorleyParsons, regulatory and contractual HSE obligations.

 Work with the Location Quality Manager and the Project Management Team to ensure:

 Effective implementation and coordination of vendor assessment and inspection activities.

 Effective implementation and verification of construction inspection and testing activities.
 </li>
 <li>
 Effective implementation of non-conformance, corrective action, and preventive action management processes.

 Establishment of an effective risk-based audit program.
 </li>
 <li>
 Effectiveness of Project Management Review Programs including collection analysis and reporting of project performance measures.

 Capability Enhancement

 Participate in the global quality learning community initiative to enable quality professionals to communicate with each other and receive updates on latest developments.

 Support in-house education, promotion and awareness programs relating to sound quality management practice and WorleyParsons quality strategies.

 Facilitate the implementation of existing and new company processes and capability enhancements across the Project Operations.

 Relevant tertiary qualifications and industry experience, including experience in Project Quality Management and or closely related fields of HSE and integrity management.

 Thorough understanding of the principles and practice of Quality Management and the implementation and improvement of management systems.

 Practical experience of plant and vendor inspection of all types of mechanical equipment typically required at oil &amp; gas installations, both on- shore and off shore.

 Ability to develop, maintain, update in &ndash; house technical standards &amp; specifications.

 Communication skills &ndash; verbal, written &ndash; to report standard and presentation skills.
