  Reporting to the Ethics Director, the Legal Counsel works on both proactive and responsive actions consistent with mission of CLC&rsquo;s ethics program, including conducting legal and factual research, ethics investigations, drafting complaints, rulemaking petitions, letters, testimony and other public documents, as well as working with outside groups to advance our mission. The Legal Counsel will advise on the application of various ethics laws and rules, including the Ethics in Government Act, 18 U.S.C. &sect;208, the Lobbying Disclosure Act, the Honest Leadership and Open Government Act, congressional ethics rules, and the Code of Conduct for Justices of the Supreme Court.

   Responsibilities

   Research and draft documents that explore ethics issues and explain how applicable legal authorities prohibit conflicts of interest and improper influencing of government decisions. Writing assignments may include complaints, white papers, reports, requests for information, blogs and other public documents.
  </li>
  <li>
   Conduct factual research to build a record and identify compliance issues regarding government ethics.
  </li>
  <li>
   Monitor and report on the activities of governmental ethics agencies and committees to ensure they are actively and appropriately enforcing ethics laws.
  </li>
  <li>
   Advise, assist, draft and comment on proposed ethics legislation and regulations. This may include drafting petitions for rulemaking and commenting on proposed regulations, and drafting and presenting testimony at administrative and legislative hearings.

   Promote effectiveness and transparency of ethics programs by ensuring that ethics information is publicly available.

   Monitor and review public ethics filings of elected and appointed officeholders, as well as candidates for those positions, to identify and disclose potential conflicts of interest.

<div><div><p>The position includes overseeing the legal operations associated with several correctional institutions: Federal Correction Complex Beaumont, Beaumont, Texas (4 separate institutions to include the Federal Prison Camp, Bryan, Texas). The incumbent will be expected to provide advice and guidance to all levels of staff at these correctional facilities, including members of the Executive Staff. The incumbent will be significantly involved in preparing litigation reports and pleadings to various litigation filed against staff and the United States, as well as handle the adjudication of administrative tort claims. The incumbent will also be expected to communicate with defense attorneys, prosecutors, federal courts, and agency officials. The incumbent must have thorough knowledge of all aspects of BOP policy and practice as he/she may be required to appear in District Court on short notice to explain and advocate the agency's rationale for its correctional management decisions.<br>

This is a primary law enforcement position. In accordance with 5 U.S.C. 3307, the maximum entry age of 36 has been established for initial appointment to a position in a Bureau of Prisons correctional institution. If you are above the maximum entry age and have prior federal law enforcement coverage, you must submit an SF-50 to verify prior coverage. Qualified Preference Eligible Veterans may be exempt from meeting the maximum age. The duties of this position may at times require frequent and direct contact with individuals in confinement who are suspected or convicted of serious criminal offenses. It has also been determined that the duties of this position require experience and knowledge of the on-the-job responsibilities of a primary law enforcement officer working in a detention facility. A prerequisite requirement of this position is the successful completion of &ldquo;Institution Familiarization&rdquo; and, the satisfactory completion of a mandatory course in &ldquo;Introduction to Correctional Techniques.&rdquo;<br>

Because of the nature and mission of this position, it requires &quot;hands-on&quot; understanding of the issues encompassed in working within an institution. The incumbent may be called on to perform as a law enforcement officer in a correctional environment during training, emergency situations, times of staff shortages, and under any other type of correctional operating crisis. Specific correctional responsibilities may include custody and supervision of inmates, responding to emergencies and institution disturbances, participating in fog and escape patrols, and assuming correctional officer posts when necessary. The incumbent may be required to shakedown inmates and conduct visual searches in their work or living area for contraband. </b></h2></div><div><p>At the IDB, the Office of Risk Management (RMG) is responsible for overseeing and strengthening the Bank&rsquo;s capacity to identify, measure, and manage financial and operational risks. Within RMG, the Treasury Risk Management Group (RMG/RMT) manages risks in the Bank&rsquo;s Treasury portfolios (investments, funding, derivatives), including analyses and recommendations to adjust risk boundaries in guidelines and policies, strategic asset allocation, quantitative modeling and analytics, risk assessments and stress tests, and risk control, monitoring and reporting.
</p><p>RMG/RMT is looking for a dynamic, motivated, and specialized derivatives consultant. The candidate will work in coordination with RMT and IDB Group staff on derivatives risk services for IDB Invest under a Service Level Agreement with IDB, including derivatives risk measurement, implementation of system and reporting enhancements, validation of fixed income and derivatives valuation models, swap valuation and collateral management, and derivatives risk monitoring and reporting.

</b></h2></div><div><p>The consultant will implement work programs and projects, including the functions and responsibilities listed below.
</p><ul><li>Collaborate with RMT staff in the assessment and monitoring of derivative portfolio risks, applying metrics and tools for scenario analysis and stress testing to enable senior management to have a comprehensive view of risk positions, market conditions, and the impact of new initiatives.
</li><li>Maintain and update a database of key assumptions and market inputs required to run portfolio risk measures including Value-at-Risk (VaR), risk sensitivities, potential credit exposures, and a few other metrics.
</li><li>Support staff in the use of the Derivative Counterparty Risk Management (DCRM) system to produce daily derivative risk measures and reports; assist in daily swap valuation and collateral management and communications with derivatives counterparties.
</li><li>Contribute to the implementation of new reporting and visualization tools to provide additional risk information and profiles on derivatives portfolios.
</li><li>Evaluate and implement enhancements to reports and processes.
</li><li>Maintain effective communication with internal clients and collaborate on new initiatives, like the development of risk models for derivatives used in new financial products.
</li><li>Conduct research and data analysis to support revisions to risk guidelines and limits, as well as ISDA/CSA collateral and risk mitigation provisions.
