<div><div><p><b>This is a Non-Reimbursable Detail Opportunity for 120 days with the possibility of extension.</b></p><p>
The incumbent will provide legal advice and guidance on the most difficult labor and employment issues faced by the Department, many of which involve novel circumstances or conflicting precedents. In this role, the incumbent interacts with a broad cross-section of Department officials, including senior Department officials; the General Counsel&rsquo;s offices throughout the Department; and Labor and Employment Relations representatives in various components. The incumbent also provides advice to the Civil Division's Commercial Litigation and Appellate Branches, as well as the Office or the Solicitor General, in actions before the Federal Labor Relations Authority (FLRA) and the Merit Systems Protection Board (MSPB) in those labor and employment cases which impact most significantly the Department's (or its components') ability to carry out its mission.</p><p>
The incumbent is responsible for administering the Department's directives on subjects such as the administrative grievance procedure, employee-management relations, alternative dispute resolution, and disciplinary adverse actions. Job Description

As an Attorney Advisor, you will join a well-respected team that is responsible for providing critical legal advice and technical services in support of the OIG's core oversight mission. OGC Attorney Advisors are experienced attorneys who have previously served as civil litigators (in government and private practice), prosecutors, defense counsel, and agency counsel. OGC Attorney Advisors handle a broad range of long-term and short-term assignments, develop expertise in a wide variety of legal and policy issues, and interact with management and staff across the OIG. Typical work assignments include, but are not limited to:

1. Providing legal opinions or memoranda on complex and difficult issues of law relevant to general OIG operations or to particular OIG audits, investigations, inspections, or reviews, which encompass criminal, national security, ethics, and other issues.

2. Engaging in meetings, personal contacts, and telephone conferences with top legal and administrative personnel in the Department of Justice and other federal agencies, on important legal and policy questions and issues.

Qualifications

To meet the minimum qualifications for this position you must be a graduate from a law school accredited by the American Bar Association, possess a J.D. Degree, and be an active member in good standing of the bar (any U.S. jurisdiction).

Possessing the minimum post law degree legal experience does not guarantee the applicant will be selected at that grade level.

The Litigation Attorney supports the OGC in providing senior-level legal advice to the Agency in administrative and litigation matters. This role involves analyzing complex legal issues, assisting with litigation strategy, and drafting pleadings for federal courts, administrative tribunals, and other adjudicative bodies in compliance with applicable laws, regulations, and Agency policies.</div>
Responsibilities:
<ul><li>Assist in the representation of USAID in federal and administrative litigation arising under the Contract Disputes Act, the Administrative Procedure Act, the False Claims Act, the Freedom of Information Act, and the Federal Tort Claims Act, among others.</li><li>
Review case materials, investigate facts, and draft pleadings, motions, and briefs.</li><li>
Provide legal counsel on litigation strategy, risk assessment, and potential courses of action.</li><li>
Analyze legislative, regulatory, and judicial developments affecting Agency programs.</li><li>
Coordinate with paralegals, junior attorneys, and other attorneys to prepare case documents and research.</li><li>
Verify legal citations and references, ensuring accuracy and compliance with procedural requirements.</li><li>
Communicate effectively with internal and external stakeholders, including interagency partners.</li><li>
Perform other legal duties as assigned to support litigation and Agency objectives.</li></ul>
Qualifications:
<ul><li><b>Juris Doctor (JD)</b> from an accredited law school and admitted to a state bar in good standing; <b>eight (8)+ years</b> of relevant litigation experience.</li><li>
Proficiency in Google Applications and Microsoft Office Suite (Word, Excel, PowerPoint).</li><li>
Ability to work in a fast-paced, high-stakes environment and manage multiple priorities.</li><li>
Strong interpersonal skills to liaise effectively with senior officials and stakeholders.</li><li>
Conduct legal research and analysis to support litigation strategy, case development, and informed decision-making</li><li>
Manage litigation matters and case-related tasks effectively, ensuring organization, accuracy, and timely execution</li><li>
Communicate complex legal issues clearly and professionally through strong written work and oral presentations</li><li>
Collaborate effectively with attorneys, clients, and stakeholders while managing multiple priorities in a team-oriented environment</li><li>
Work collaboratively with attorneys, staff, and stakeholders to support case objectives and deliver high-quality legal work in a team-oriented environment</li><li>
