<div><div>The House Office of the Legislative Counsel (HOLC) is looking to hire up to three (3) full-time Attorneys to start in early 2026 (preferably February). Appointments to all positions in HOLC are made without regard to personal political affiliation and solely on the basis of fitness to perform the work.</div>
Attorneys at HOLC assist the United States House of Representatives, and its Committees and Members, in drafting legislation and performing related legal functions on a nonpartisan basis. The legal issues encountered in furnishing this assistance involve constitutional, statutory, and administrative law questions, as well as questions in other fields of Federal law. An Attorney performs the following duties:<ul><li>
Drafts legislation and prepares bills according to statutory style and format standards.</li><li>
Drafts bills and amendments at each stage of the legislative process, from introduction through conference.</li><li>
Analyzes policy proposals, engages with clients, applies relevant legal principles and court decisions, and conducts research as necessary to prepare effective statutory language.</li><li>
Advises clients regarding the legal effect and constitutionality of proposed legislative measures in the context of existing laws and legislative procedure.</li><li>
Attends sessions of a subcommittee and full committee of the House and of a conference committee between the House and the Senate; may respond as requested to questions from legislators and legislative staff; may assist members by being present to provide drafting assistance to members on the House Floor.</li><li>
May communicate with various stakeholders, at the request of the Member or Committee, as necessary to draft legislation.</li><li>
After gaining necessary experience in these duties and responsibilities, trains newly hired attorneys, provides mentorship to team members, and may assume a leadership role on teams.</li><li>
On a volunteer basis, may assist with office management initiatives to promote the effective operation of the office.</li><li>

The minimum requirements for Attorneys include United States citizenship, graduation from a law school accredited by the American Bar Association prior to the commencement of employment, and some experience performing legal work, which may be satisfied by employment during law school.  This position is located in the Office of Unified Communications (OUC), Office of the General Counsel (OGC). OGC is responsible for providing legal advice, litigation support, ensuring compliance with District of Columbia and federal laws. The Attorney Advisor will work under the direct supervision of the General Counsel, who provides broadly defined missions. The incumbent will independently plan, organize, and discharge duties, determine appropriate courses of action, and refer to the General Counsel in cases of policy interpretation or in matters having wide scaled ramifications and presents recommended solutions.
 
 
 
 Duties And Responsibilities
 
 
 
 The Attorney Advisor will serve as a senior attorney in OUC&rsquo;s OGC handling complex and difficult matters. The incumbent will review various legal documents and relevant case laws to determine whether execution or non-execution of proposed actions is in the best interest of the District of Columbia government and will provide statements of reason and will draft language necessary to obviate objections. The Attorney Advisor will examine and analyze proposed orders, legislation, and other legal document from various sources for legal sufficiency, both as to the form and substance or rulemaking decisions. The incumbent will review records of hearing, including briefs filed, exceptions taken, rulings made, tentative decisions, as well as reports of findings of fact and conclusions of law. They will analyze the aforementioned documents and will provide recommendations to supervisor as appropriate.
 
 
 The incumbent will represent OUC before administrative tribunals, including the D.C. Office of Administrative Hearings, the D.C. Office of Employee Appeals, the D.C. Office of Human Rights, and the U.S. Equal Employment Opportunity Commission, and handle all case responsibilities, including the preparation of position statements, briefs, motions, and other documents and evidence to support cases, as necessary. They will provide advice to management regarding compliance with applicable personnel laws and regulations and collective bargaining agreements, including advice related to labor and personnel actions. The Attorney Advisor will work with the General Counsel in the development and implementation of program guidelines, new and improved policies, procedures and processes to effect efficient program operations; and in the planning, development and institution of short/long term agency plans and activities, incorporating strategic provisions, as appropriate. The incumbent will prepare legal documents on complex and substantive matters, providing summary analyses of issues and recommendations for consideration of the General Counsel.

 Must possess a LLB or Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA) at the time of appointment. Must have at least three (3) years of post J.D. professional legal experience.

Position Overview:

We are seeking a creative problem solver, strong advocate, and skilled attorney in its Washington D.C. office to serve as a Staff Attorney in the Justice Project. The Justice Project provides support to grassroots racial justice campaigns seeking not simply to reform, but to wholly dismantle systems that criminalize and incarcerate people of color. We aim to help impacted communities define the terms and control how peace is realized in their streets and neighborhoods and to re-imagine public safety for themselves.

This position will report to the Justice Project Program Director and will be a member of the union with compensation determined by the union compensation structure. 


What you&rsquo;ll do:

The staff attorney focuses on developing relationships with racial justice organizations to support their campaigns and build power in their communities. This work may include identifying and recommending how to respond to legislative and legal developments, providing legal research, litigation, analysis, and writing. The staff attorney will provide support to grassroots partners and collaborate with and across teams to do so. 


The staff attorney will investigate racial justice issues related to the wholesale transformation of the criminal legal system, including through data, anecdotal, and other factual collection, and analysis in the communities where our partners work. They will work closely with our partners to support their campaigns and build their base in coordination with our communications and organizing departments. This role also assists investigations and litigation efforts, including discovery, motion writing, coordinating litigation tasks with co-counsel, and working with our plaintiffs and organizing partners. The attorney will prepare legal memoranda and draft other associated policy-related and legal documents. The attorney may also assist with legislative efforts, including analyzing and drafting language for bills. This role is part of a team of attorneys that researches and analyzes policies, laws, and regulations on assigned issues in support of grassroots partners and Advancement Project&rsquo;s overall mission.

Role Overview:
The Child Services Attorney provides legal advice and legal services to the Central Office, County Offices, and staff for juvenile law related to Child Welfare, Child Support, and personnel matters. You will also assist and represent DCS in court and administrative issues. Specific areas of representation include Child In Need of Services (CHINS) cases, Termination of Parental Rights (TPR), Adoptions, Foster Care Licensing Actions, and other child safety issues. You will work closely with Family Case Managers to prepare for court hearings and may serve as legal counsel for internal employment issues. This position provides immediate trial experience and does not encompass billable hours. The schedule for this position is Monday-Friday, 37.5 hours a week.

A Day in the Life:</h2></div><div>
Responsibilities include:<ul><li>
Advise Department of Child Services staff on various program and legal areas as assigned.</li><li>
Draft and review contracts and correspondence.</li><li>
Liase with the Attorney General on litigation and tort claims matters.</li><li>
Draft and review legislation and administrative rules.</li><li>
Perform legal research and writing assignments.</li><li>
Provide general legal support for the Office of General Counsel.</li><li>
Oversee contract process for local office attorneys.</li><li>
Conduct legal training for Family Case Managers, attorneys, and others as requested.</li><li>
Litigate Children in Need of Services and Termination of Parental Rights cases in State Courts, representing the agency in such actions.</li><li>
Handle administrative matters and hearings as assigned.</li><li>
Organize and manage caseload in preparation for hearings and/or litigation.</li><li>
Generate appropriate pleadings, motions, discovery, and responses.</li><li>
Delegate to, and provide support for, legal support staff.</li><li>
Draft appeals and appellate briefs.</li><li>
May be required to participate in committees, groups, or teams such as screen-out committees.</li><li>
