Summary: The Staff Attorney works in a large and diverse legal department, reporting to a Supervising Attorney. The Staff Attorney will provide services for New York City residents, with a focus on services for unaccompanied children and other youth. These services will include: (1) direct representation of clients in removal proceedings; (2) legal consultations and in-depth evaluation of cases for representation; (3) participation in large-scale legal clinics; and (4) information and pro se services for unrepresented respondents. Representation will occur before the Executive Office for Immigration Review&rsquo;s NYC immigration courts (EOIR), the Board of Immigration Appeals (BIA), United States Citizenship and Immigration Services (USCIS) and NYC family Courts. This is a grant-funded position, and continued employment will depend on future funding. 
 
Essential Duties and Responsibilities include the following. 
1. Conduct initial consultations and perform in-depth evaluation of eligibility for immigration benefits and/or relief from removal. Provide accurate and thorough legal advice and Know Your Rights information to potential clients. 
2. Independently manage a full caseload, under Supervising Attorney supervision. Provide direct representation to clients before USCIS and EOIR in cases including but not limited to Special Immigrant Juvenile Status (SIJS), asylum, and U and T visas. Other cases might also include VAWA, TPS, family-based petitions, adjustment of status, inadmissibility waivers, cancellation of removal, and requests for prosecutorial discretion. Represent clients in New York State courts to obtain orders necessary for SIJS. 
3. Comply with all program reporting and record-keeping requirements, which include but are not limited to maintaining an up-to-date dashboard of assigned cases, regularly updated and through case notes, accurate and updated electronic and paper case files, and timely reporting to partners and stakeholders. 
4. Prepare written case evaluation memos and consult with supervising attorney and managing attorney as needed to determine legal theory and case strategy for all cases accepted for representation. Ensure thorough, written planning for case management and timeline, and adjust as needed. 
5. Maintain strong working relationships with partners and stakeholders, including funders; state and local social and legal service providers; and USCIS, EOIR, and the Department of Homeland Security (DHS). 
6. Supervise substantive work of paralegals (migration counselors) on legal cases and consultations. 
7. Train, mentor and supervise legal interns, legal fellows, and volunteers for work on individual cases, presentations, legal screenings, and related work. Provide in-house and external trainings and presentations, including CLEs , as directed. Engage in and lead outreach presentations. 
 
Position Type and Expected Hours of Work 
The position requires a willingness to travel to all five boroughs. Days and hours of work are generally 9:00AM to 5 PM Monday - Friday. Additional evening and weekend hours may be required to meet court and/or program deadlines or client needs. 
 
Qualifications: 
Education, experience, and licenses: 
1. Juris Doctor required. 
2. Admission to the NY Bar is required. 
3. At least one year of experience in family and/or immigration law, including clinical or pro bono experience, strongly preferred. 
 
Skills and/or competencies: 
1. Spanish language proficiency strongly preferred. 
2. Excellent writing, research, and analytical skills. Strong attention to detail.

<div>The Center for Family Representation Inc. (CFR) is an award-winning, innovative law and policy organization that serves primarily Black and Brown families and youth in Queens, Manhattan, the Bronx, and Richmond County with an interdisciplinary legal defense model that serves more than 2400 clients every year. CFR was originally founded in 2002 to dramatically change the trajectory of indigent parents being prosecuted by the City&rsquo;s Administration for Children&rsquo;s Services (ACS). Our goal is to defend and protect our clients&rsquo; rights, reduce the harm of family separation and prevent or minimize the time any child spends in the foster system. CFR provides interdisciplinary family defense with a model that was unique at our founding and that is now being replicated nationally: we assign every client an attorney and a social work staff member, and teams have the support of parent advocates, who are parents with direct personal experience of being investigated and prosecuted by ACS. CFR&rsquo;s Community Advocacy Project represents parents during a child protective investigation (to avoid court involvement where possible) and assists parents in clearing their names from state maltreatment records.
As an agency committed to securing justice for families, we built the Youth Defense practice (YDP) to defend youth at risk of family separation through incarceration. YDP uses the same interdisciplinary model to represent youth being prosecuted in Queens, Manhattan and the Bronx in Supreme Court Youth Parts, during Probation Adjustment and in Delinquency proceedings in Family Court. CFR&rsquo;s Home for Good program provides legal and social work services to clients in immigration, civil legal services and criminal defense matters, to afford clients an efficient and well-coordinated one-stop solution to a range of issues that threaten family stability.

Job Description
CFR is seeking a Staff Attorney to support our SCR appeals practice. Under the supervision and guidance of the Attorney-in-Charge of the SCR appeals practice, the Staff Attorney&rsquo;s core responsibilities will be to work as part of CFR&rsquo;s SCR Appeals Unit to provide our clients with high quality advocacy during the SCR record challenge process. Responsibilities may include but are not limited to: 
 
<ul><li>Provide SCR-related information and education to clients;</li><li>
Draft letters to the SCR on behalf of clients to request records or initiate a challenge to their indicated reports, submit the requests to OCFS and track the progress of the requests;</li><li>
Prepare for and represent clients in SCR fair hearings, which includes

Location

NYLAG&rsquo;s Tenants&rsquo; Rights Unit (&ldquo;TRU&rdquo;) has a Staff Attorney position immediately available in its Public Housing Justice Project (&ldquo;PHJP&rdquo;). PHJP is the first team of legal advocates in New York dedicated to advancing the rights of public housing tenants. Attorneys on our team defend NYCHA tenants in Termination of Tenancy proceedings at the NYCHA Office of Impartial Hearings and in related Housing Court matters, litigate HP Actions, and are at the forefront of representing tenants living in RAD-PACT developments. PHJP&rsquo;s litigation and outreach priorities are tailored in response to community need and feedback received from organizing partners across New York City. In addition to litigation, PHJP staff can participate in policy advocacy and legislative campaigns. 
This role is an excellent opportunity for an attorney who is eager to develop their trial and writing skills and approach this work on both an individual and a systemic level. Many PHJP clients are facing the loss of their home due to allegations that they or a family member have had contact with the criminal legal system. The Public Housing Justice Project (&ldquo;PHJP&rdquo;) within NYLAG&rsquo;s Tenants&rsquo; Rights Unit (&ldquo;TRU&rdquo;) is the first team of legal advocates in New York solely dedicated to the rights of public housing residents. Created in response to the full implementation of Right to Counsel at the NYCHA Office of Impartial Hearings (&ldquo;OIH&rdquo;) in 2021, PHJP staff attorneys represent NYCHA residents in Section 9 and Section 8 termination proceedings and grievances at the OIH, as well as in nonpayment and holdover proceedings, HP Actions and Article 78s in judicial fora across Manhattan, Brooklyn and Queens. PHJP maintains a robust outreach practice with monthly community clinics and outreach events. 
 
PHJP is looking for an experienced attorney with strong leadership and management skills who is passionate about community lawyering, asserting tenants&rsquo; public housing rights, fighting hard to defend NYCHA tenants in termination of tenancy proceedings, and asserting claims on behalf of NYCHA tenants across various venues in New York City. In this role, you will supervise PHJP staff attorneys in their representation of NYCHA and RAD-PACT residents, and collaborate with the Project Director and other TRU supervisors on internal referrals, case assignments, and cross-team collaboration. The ideal candidate will have some supervisory and/or leadership experience as an attorney (or in another role) and extensive experience representing NYC tenants in NYCHA termination of tenancy proceedings, non-payments, holdovers, and HP Actions.
 
 
Duties and Responsibilities:<ul><li>
Provide strategic leadership and direction, train, supervise, and mentor attorneys, paralegals and interns</li></ul><ul><li>
Review and revise attorneys&rsquo; written legal work to enhance its efficacy and equip staff to improve their legal writing</li><li>
Prepare staff attorneys and paralegals to excel at administrative and court appearances and appear with them as necessary</li><li>
Oversee NYCHA intake and supervise TRU&rsquo;s hotline with other supervisors</li><li>
Manage internal and community partner NYCHA-related referrals</li><li>
Ensure compliance with grant reporting and data entry requirements in case management system and files</li><li>
Model and maintain a professional and collegial work environment that fosters excellent legal outcomes, effective teamwork, and clear communication</li><li>
Develop and maintain relationships with community-based organizations, advocates, government agencies, elected officials, and the courts;
</li><li>Support PHJP outreach events across the city</li><li>
Participate in working groups and other meetings regarding the implementation of Right to Counsel
</li><li>Collaborate and provide trainings and know-your-rights workshops to staff and community members.</li></ul>
Qualifications:<ul><li>
At least five years of experience as an admitted attorney</li><li>
Demonstrated commitment to public interest law and social justice</li><li>
Demonstrated ability to lead and manage a team</li><li>
Admitted to New York Bar</li><li>
At least two years of experience representing tenants in NYC Housing Court and NYCHA administrative proceedings</li><li>
Have strong interpersonal, communication, time management and organizational skills. Ability to multi-task, work independently in a fast-paced environment and to be flexible.</li><li>
Supervisory experience as an attorney a plus</li><li>
Fluency in Spanish, French, Russian, Haitian Creole, Bengali, or another foreign language prevalent in NYC a plus</li></ul>
