JOB SUMMARY
The purpose of this position is to provide analytical and administrative support for the Transportation Department within the areas of employee availability programs, attendance control, discipline processes, procurement programs, cost control, and others. 
DUTIES AND RESPONSIBILITIES<ul><li>
Manage and compile various types of data including, but not limited to: operational audits, employee performance, operational delays, passenger counts, swipes compliance on behalf of the Chief Transportation Officer (CTO), and develop reports as requested in support of new initiatives as well as corporate and department goals. Provide administrative support for the CTO and Senior Management. Assist in the management of the standardization of information within the Transportation Department to facilitate department-level reports and to ensure uniformity and consistency in reporting.
</li><li>Manage personnel time, vacation scheduling, calendars and all other related matters for the CTO and staff.
</li><li>Oversee the daily monitoring of Kronos compliance reporting requirements. Manage new initiatives in support of increasing employee availability. Assist with the monitoring and auditing of process controls for Timekeeping and Procedural Operations.
</li><li>Provide support relating to attendance monitoring and discipline management systems for attendance control. Function as liaison between Labor Relations, Department of Hearings and Investigations, sub-departments within Transportation and others as needed for the handling of discipline cases and management of related files.</li><li>
Monitor employees on leave of absence including collaborating with the People Department to ensure employees are returned to work timely and process applicable personnel transactions in PeopleSoft.
</li><li>Manage procurement related functions within the department including requisitioning to delivery, receipting/payment, analyzing material requirements and usage data; establishing inventory levels and preparing material forecast for review. Review, input, and monitor departmental AP-13s, requisitions, and contracts, including PeopleSoft entry and receipting. Maintain analysis of standard and nonstandard transactions and documentation.</li><li>
Assist in the implementation of efficiencies for critical business processes. Interact with department supervision throughout the territory to manage and support all administrative needs. Oversee other administrative functions to include inventory management, issuance, and database management of keys, jackets, and other critical items.
</li><li>Oversee the processing of invoices for reimbursable costs. Coordinate timely review of charges with Project Managers and manage the unabated flow of approvals to ensure accurate and timely processing of invoices.
</li><li>Provide supervision and training to agreement TCU staff. Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.</li><li>

RESPONSIBILITIES
The Senior Manager of Fleet Operations is responsible for the overall management, performance, and reliability of MTA Bridges and Tunnels&rsquo; fleet of over 500 trucks, cars, and specialized equipment.
This position oversees preventive and corrective maintenance programs, warranty management, and repair quality control to ensure fleet safety, availability, and compliance with regulatory standards.
The Senior Manager administers contracts for repair, maintenance, fueling, communications equipment, and CDL testing services, while also supporting procurement activities as the primary liaison to the MTA Business Service Center (BSC).
This position supervises two staff members and provides leadership, training, and performance oversight to ensure efficient operations and professional development.
The Senior Manager is also accountable for managing vendor relationships, reviewing specifications for new vehicle and equipment purchases, and ensuring timely delivery of essential parts, supplies, and services to operations facilities.
Beyond daily operations, the Senior Manager provides 24/7 emergency response support, coordinates inter-agency requests related to fueling and communications systems, and partners with MTA Headquarters on fleet data and procurement matters.
This role requires balancing cost control with safety, compliance, and operational readiness, and involves frequent interaction with individuals at all organizational levels, external vendors, and regulatory agencies.
QUALIFICATIONS
Bachelor&rsquo;s in Engineering, Transportation, Systems, Technology, Project Management, Facility Management, Fleet Management, or Asset Management preferred.
Must have a minimum of seven (7) years of progressively responsible management experience in fleet operations, automotive repair, or related transportation/maintenance fields.
Must have at least 2 years of supervisory or managerial experience
An equivalent combination of education and experience may be considered.
Functional experience in procurement, contract administration, or budget analysis.
Valid Driver's License in the State of New York
Knowledge of New York State and Federal regulations governing motor vehicle operations, including Commercial Driver&rsquo;s License (CDL) requirements

Provide management and quality assurance review of vendor background checks for prime and subcontractors to ensure they are performed in accordance with the All-Agency Responsibility Guidelines and ensure all vendors seeking MTA procurements are effectively reviewed before award or modifications.
</li><li>On critical or difficult matters of responsibility, especially in determining the use of firms with SAI, assist the Procurement Directors in making the responsibility determination.</li><li>
Manage the supervision of the annual VENDEVAL vendor evaluation process for the MTA operating contracts within an established dollar threshold. Oversee MTA managers and analysts engaged in this review process and manage outreach to user departments to ensure information integrity.</li><li>
Responsible for convening and chairing special responsibility hearings with senior executives representing various national and international companies to examine issues involving organizational integrity and performance on prior and existing projects. Provide collaborative support for vendor responsibility hearings. On behalf of the MTA, provide senior corporate executives with the relevant documents and correspondence. Coordinate with vendors regarding these hearings. Specific duties include scheduling, conducting background reviews, and following up on open issues such as obtaining action plans, ethics plans, and hearing transcripts etc.</li><li>
Serve as liaison on matters concerning ACE and VENDEVAL (including managing MTA agencies&rsquo; access to the databases), and MTA agency background check requests. Also serves as liaison to external agencies such as the NYC Mayor&rsquo;s Office of Contracts for PASSPORT, NYC School Construction Authority (SCA), NYC Office of the NYC Comptroller, MTA OIG, Federal, and Local law enforcement.</li><li>
Oversee and evaluate contractor performance</li></ul><ul><li>
Observing the work performed by the contractor;</li><li>
Reviewing invoices and approving them if the work meets contractual standards;</li><li>
Addressing performance issues with the contractor when possible; and</li><li>
Escalating issues to other parties as needed.</li><li>
Other duties as assigned - Performs ad hoc special projects, as assigned, in response to both internal and external inquiries.</li></ul>

 Required Education and Experience: 
<ul><li>
Bachelor&rsquo;s degree in Business, Transportation, Public Policy, or a related field, or an equivalent combination of education and experience from an accredited college, may be considered in lieu of a degree.</li><li>
Minimum 6 years of related experience.</li><li>
Demonstrated supervisory and/or leadership abilities.</li></ul> 
Preferred:<ul><li>
Master&rsquo;s degree in a related field.</li><li>
At least 3 years in a managerial and/or leadership role.</li><li>
Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.</li><li>
Familiarity with the MTA&rsquo;s policies and procedures, including the All-Agency Responsibility Guidelines and Best Practices</li></ul> 
Other Information
May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites.
According to the New York State Public Officers Law &amp; the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the &ldquo;Commission&rdquo;).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers, or within 180 days of hire or transfer for an employee entering an authorized driving position.
