 Job Summary
 
 
 
 Located in the nation&rsquo;s capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. The OAG enforces the laws of the District, defends, and provides legal advice to the District&rsquo;s government agencies and protects the interests of the District&rsquo;s residents. This position is located in the Public Safety Division within the Domestic Violence &amp; Special Victims Section.
 
 
 The Public Safety Division handles all cases where young people commit a law violation in the District of Columbia and prosecutes selected adult misdemeanor cases. The Domestic Violence and Special Victims Section and the Mental Health Sections protect victims of domestic violence, incapacitated adults who are being abused, and mentally ill adults who need emergency psychiatric care. The Restorative Justice Section facilitates conferences between the young people who commit crime and the victim, where the victim is interested. The Public Corruption Section prosecutes offenses related to fraud that undermine the public trust.
 
 
 
 Duties And Responsibilities
 
 
 
 The Domestic Violence &amp; Special Victims Section is seeking a Trial Attorney for its civil protection order practice. The attorney&rsquo;s primary responsibility will be prosecuting criminal contempt actions for violations of civil protection orders. The attorneys vertically prosecute their cases so each attorney is responsible for investigating reports of violations; making charging decisions; fulfilling discovery obligations; resolving cases through declination, diversion, plea agreement or trial; and monitoring compliance with any post-conviction conditions.
 
 
 The attorney will also represent survivors obtaining civil protection orders in all aspects of civil litigation involving the order. The caseload will include intimate partner, dating violence, family violence, stalking, and sexual assault cases. The attorney will be expected to work closely with colleagues from public and private agencies in seeking a broad range of remedies for survivors.

 <ul>
 <li>
 Incumbent reviews information presented and relevant case law to determine whether a proceeding or filing should be initiated. Reviews for this purpose include interviewing agency officials, other potential witnesses, available documents and sources of information.
 </li>
 <li>
 Incumbent is responsible for preparing complaints, motions, legal briefs/memoranda as appropriate.
 </li>
 <li>
 Prepares and conducts litigation including preparation of witnesses and exhibits; collection and organization of evidence; preparation and conduct of preliminary proceedings; identification, procurement and preparation of expert services; examination of witnesses; and oral arguments.
 </li>
 <li>
 Negotiates resolution of cases and determines, with the approval of the supervisor, when continued proceedings are no longer in the best interest of the District of Columbia, and prepares documentation and necessary court papers to implement negotiations.
 </li>
 <li>
 Performs all functions related to case and calendar management, such as pretrial, motion and trial scheduling, preparation of case transfer or close-out reports, case file entry updating, documentation of action taken or orders issued, timely preparation and service of filings, timely issuance of subpoenas, and any other administrative function associated with litigation.
 </li>
 <li>
 Incumbent is responsible for keeping abreast of judicial, agency, and other changes in laws and regulations related to the function of programs and the recommendation of appropriate courses of action to the Office of the Attorney General (OAG).
 </li>
 <li>
 Incumbent may have to confer with and incorporate the concerns of District Government officials, members of administrative bodies, and officials outside of the District Government regarding actions taken during enforcement cases.

 Performs extensive legal research; prepares detailed memoranda of findings to support conclusion of cases in accord with judicial and office policies, procedures and precedents; informs supervisor of findings of facts and resolution of assigned cases.

 Represents OAG in complex hearings and prepares evidence, briefs, motions, and other documents to support cases, as necessary.

 Keeps abreast of judicial, agency and other changes in laws and regulations related to the function of programs and recommends appropriate courses of action to the Chief, Deputy Attorney General and the Attorney General.

 Grade 12 qualifications:
 
 Qualified candidate must have a minimum of two (2) years&rsquo; legal experience in the areas set forth above and at least one (1) year of specialized experience equivalent to at least the LA-11 grade level, or its non-District equivalent gained from either the public or private sector.
 
 
 
 Grade 13 qualifications:

The Appellate Section plays a crucial role in defending the integrity and constitutionality of DOJ's investigations and prosecutions. Appellate Section attorneys write briefs and argue cases in the courts of appeals; prepare draft briefs and certiorari petitions for the Solicitor General (SG); make recommendations to the SG regarding whether further review is warranted when adverse decisions have been rendered; and brief and argue motions in district courts in cases of national importance.
 
Job Description
 
As a Trial Attorney in the Appellate Section, the incumbent will:
 
Handle criminal cases in the U.S. Courts of Appeals, including briefing and oral arguments. Cases include those prosecuted by U.S. Attorneys' Offices and other litigating sections in the Criminal Division.
 Draft briefs in merits cases before the Supreme Court, either as a party or an amicus, for the Solicitor General. This includes attending moot courts and oral arguments with attorneys from the Solicitor General's Office.
 Write memoranda recommending whether to seek further review of adverse decisions in criminal cases.
 Draft briefs for the Solicitor General in opposition to certiorari petitions in the Supreme Court.
 Prepare and argue pleadings in significant district court cases.
 Provide advice to Department leadership and U.S. Attorneys' Offices on a variety of complex substantive issues.
 Qualifications
 
Required Qualifications: Interested applicants must possess a J.D., or equivalent, degree, be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, or the District of Columbia, and be an active member of the bar in good standing.
 
Grade Specific Qualifications: 
To qualify at the GS-13 grade level, applicants must have at least one and a half (1.5) years post J.D. legal experience, one of which was specialized experience at, or equivalent to, the GS-12 grade level. Examples of specialized experience include: performing legal analysis and formulating recommendations to senior managers; composing pleadings, briefs, and other court documents involving legal issues in civil or criminal litigation; and conducting civil or criminal litigation.

The Opportunity

ERA is looking for an Attorney/Counsel with proven litigation experience in employment law and in the civil rights space. 
 
 
As a Senior Counsel or Senior Staff Attorney, you will be responsible for engaging in all aspects of impact and individual litigation, developing new cases for litigation, assisting in crafting litigation strategy, drafting and reviewing amicus briefs, and developing and maintaining litigation relationships to advance ERA&rsquo;s mission. You may also be involved in defending against threats to the civil rights of workers and students. This position offers a unique opportunity to develop and engage in high-impact litigation on key civil rights, economic security, and gender justice issues in a thriving organization with creative and dedicated staff and a supportive work environment. 
The Senior Counsel or Senior Staff Attorney will report to ERA&rsquo;s Director of Litigation. 


Primary Responsibilities: 
<ul>

Conduct cutting-edge impact and individual litigation, including conducting legal research; investigating facts, working with clients; drafting pleadings, briefs and legal memoranda; engaging in discovery and motion practice; and conducting evidentiary hearings and oral arguments in court;</li>
<li>Identify and develop new matters for litigation by conducting factual, legal and strategic analyses and formulating relevant theories and materials;</li>
<li>Draft amicus briefs and review amicus briefs drafted by others for possible ERA involvement;</li>
<li>Develop collaborative partnerships with other advocacy groups, legal services providers, plaintiffs&rsquo; attorneys, law firms, and other partners by participating in task forces and coalitions, attending conferences, and co-counseling lawsuits;</li>
<li>Provide legal and strategy analysis, technical assistance, and thought leadership on substantive issues related to ERA&rsquo;s mission to attorneys, government agencies, officials and staff, the media, worker and student organizations, and grassroots advocates when called upon by ERA leadership, departments, and programs;</li>
<li>Assist in supervision of law student interns and provide occasional assistance to attorney fellow, as needed;</li>
<li>Review public-facing legal training materials, resources, self-help tools, and &ldquo;Know Your Rights&rdquo; materials;</li>

Candidate Profile

Required Qualifications:

<li>Outstanding research, writing, and analytical skills;</li>

<li>Ability to travel to ERA&rsquo;s headquarters in San Francisco three or four time per year, if working remotely, and to travel occasionally as needed for litigation, meetings or conferences.</li></ul>

Compensation &amp; Benefits

This position has a salary range of $85,000 &ndash; $125,000. The salary and job title (Senior Staff Attorney vs. Senior Counsel) will be determined based on years of experience and expertise.

For attorneys located in the Bay Area in California, the position is a hybrid position, requiring 2 days per week in the San Francisco office. The Job Brief: 
NAAG is seeking a dynamic and visionary Director for the Center for Consumer Protection to lead the nation's premier resource hub for state attorneys general and their staff on consumer protection and antitrust matters. This is a pivotal leadership role that directly interacts with consumer protection and antitrust units throughout the nation and facilitates collaboration among the offices on myriad consumer protection issues.
 
The ideal candidate will be a strategic thinker and relationship builder with deep expertise in consumer protection, preferably within the attorney general community. The U.S. Attorney's Office for the District of Columbia (USAO-DC) is unique in the size and the scope of its work. It serves as both the local and the federal prosecutor for the nation's capital. Assistant United States Attorney's (AUSA) assigned to the Criminal Division prosecute a broad range of U.S. Code violations in the United States District Court for the District of Columbia.
 
Job Description
 
The Criminal Division is responsible for investigating and prosecuting criminal cases in the U.S. District Court. Located in the nation's capitol. The division has jurisdiction for a broad range of consequential cases, including violent crime, child exploitation, human trafficking, drug trafficking, fraud, government corruption, cybercrime, terrorism, sanctions violations, espionage, and other threats to D.C. and the nation.
 
The Criminal Division is accepting applications for attorneys to serve as line and supervisory AUSAs in the Criminal Division.
 
The Asset Forfeiture Unit utilizes criminal, civil, and administrative tools to punish and deter criminal activity by depriving criminals of property used in or acquired through illegal activities and to recover assets that may be used to compensate victims. The caseload involves matters across all criminal sections, whether in partnership with a criminal AUSA or as an independent matter.
 
The Child Exploitation and Human Trafficking (CEHT) section handles a broad range of matters related to internet-based crimes against children as well as human trafficking prosecutions. CEHT primarily investigates cases involving the production of and trafficking in child pornography, commercial sex trafficking, labor trafficking, and interstate domestic violence and stalking offenses. CEHT AUSAs are often involved in interviewing victims of sexual abuse or trafficking, coordinating with law enforcement agents to charge and arrest targets, and drafting search warrants for electronic evidence.
 
The Federal Major Crimes (FMC) section prosecutes a range of federal crimes, with a focus on high-tempo arrest-driven prosecutions or reactive investigations. FMC prosecutes the prohibited possession of firearms and controlled substances, violent crime sprees and crews, robberies, destruction of government property, and other federal crimes in the District of Columbia. As their experience increases, FMC AUSAs have the opportunity to partner with and support AUSAs in other sections in the Criminal Division.
 
The Fraud, Public Corruption, and Civil Rights (FPCCR) section handles complex and challenging prosecutions intended to address a range of white-collar crimes. FPCCR prosecutes fraud offenses against government agencies, including health-care fraud, tax fraud, and federal program fraud; frauds targeting businesses, non-profits, and social institutions; money laundering networks perpetrating frauds against financial institutions and online through cryptocurrencies; and cyber-enabled frauds (such as ransomware) and crimes (such as hacking to steal funds/crypto and information). FPCCR prosecutes public corruption offenses, such as bribery; conflicts of interest; theft of government funds; election crimes; and efforts to obstruct or interfere with the lawful functioning of Congress, the Judiciary, and Executive Branch. This section also prosecutes civil rights offenses, such as crimes based on protected characteristics.
 
The National Security (NS) section investigates and prosecutes criminal activity that threatens our nation's security, including: international and domestic terrorism; hostage-takings and other violence against Americans outside the U.S.; export control and sanctions violations; espionage, malign foreign influence, and transnational repression; unauthorized retention or disclosure of classified information and national defense information; and cyber offenses targeted at the U.S. government or perpetrated by those connected to state actors or terrorist organizations. The section is looking for applicants who are willing and able to handle the breadth of the section's practice; particular preference will be given to those applicants who have demonstrated an interest and skill in investigations involving cryptocurrency, cyber crimes, or criminal or civil forfeiture.
 
The Violent Crime and Narcotic Trafficking (VCNT) section disrupts and dismantles criminal networks engaged in serious violence and large-scale firearms and drug trafficking. VCNT places an emphasis on proactive, intelligence-driven, long- and medium-term criminal investigations, and our prosecutions focus on violent street crews, transnational criminal organizations, and the district's drivers of violence. VCNT's prosecutions target everything from criminal street gangs to international drug cartels engaged in a broad range of federal offenses, including firearms and narcotics conspiracies, interstate robbery conspiracies, RICO and VICAR, darknet market drug trafficking and money laundering, and Continuing Criminal Enterprises. VCNT AUSAs advise and coordinate with law enforcement agencies on investigative steps and sequencing; draft search warrants and other legal process; present cases to the federal grand jury; brief and handle detention hearings and other hearings in court; and prosecute cases through trial.
 
Qualifications
 
Required Qualifications: 
Applicants must possess a J.D. Degree (or equivalent), be an active member in good standing of the bar (any U.S. jurisdiction), and have at least one year post J.D. (or equivalent) legal or other relevant experience. A minimum of three years of post J.D. (or equivalent) legal or other relevant experience is required.
 
United States citizenship is required.
 
Preferred Qualifications: 
The ideal candidate will have extensive experience as a prosecutor, including complex investigation, substantive writing, and multiple jury trials. A judicial clerkship and experience as federal prosecutor are preferred. Additionally, the ideal candidate's work experience will demonstrate the following: a commitment to public service and the rule of law; high moral character; sound judgment; a strong work ethic; superior communication and advocacy skills before judges and juries; exceptional research and writing ability; thorough legal and factual analysis; an ability to work well with others; and an ability to function with minimal guidance in a highly demanding environment.
