Contract-to-Hire Opportunity

Salary Range: $80,000–$120,000 (based on experience)

This is a brand-new, high-impact role created as part of a major restructuring within a Right of Way organization. This contract-to-hire position is intended to convert to a direct hire , making it ideal for a seasoned Right of Way professional seeking long-term stability while making an immediate impact.


If you thrive in environments where contracts aren’t standardized, processes are outdated, and your expertise directly shapes how a function operates—this role was built for you.


You’ll serve as a senior-level, independent contributor , owning contract development, administration, and process improvement from the ground up. This is a true “one-person shop” supported by internal and external legal partners, designed for someone confident making decisions, building structure, and driving change.


What You’ll Do

Contract Development

  • Create and standardize Right of Way contract templates from scratch
  • Collaborate with legal teams and attorneys to review, refine, and recommend contract language
  • Evaluate and adapt external templates to align with business and regulatory needs

Contract Administration

  • Manage the full Right of Way contract lifecycle once templates are established
  • Oversee agreements with landowners, government agencies, ranches, businesses, and individual property owners
  • Ensure compliance, consistency, and risk mitigation across all agreements

Process Improvement & Modernization

  • Identify and overhaul antiquated Right of Way processes
  • Build scalable workflows, documentation, and governance standards
  • Drive modernization initiatives across the Right of Way function


What We’re Looking For

  • Required: Hands-on Right of Way experience supporting land, easements, or access agreements
  • Senior-level experience in contract administration, legal operations, or ROW program management
  • Proven ability to build contract programs and processes from the ground up
  • Strong command of contract language with the ability to collaborate effectively with attorneys
  • Highly organized, self-directed, and comfortable operating independently


Ideal backgrounds include:

  • Right of Way Analysts or Contract Administrators
  • Senior ROW Specialists
  • Paralegals or law firm professionals with direct Right of Way exposure
  • Contract and process specialists in utilities, energy, or infrastructure


Work Schedule & Location

  • Houston, TX
  • Hybrid schedule: In-office Monday–Wednesday, remote Thursday–Friday
