Senior Director, Office of Institutional Equity & Title IX Coordinator, Office of General Counsel and Compliance

Reports to: Vice President and General Counsel


Purpose:

The senior director ensures a fair, respectful, and equitable academic and work environment free from discrimination, harassment, and retaliation. This role provides leadership in preventing and responding to concerns under the University’s Anti-Harassment and Non-Discrimination (AHND) and Non-Fraternization (NFFR) policies. The Title IX Coordinator is the University’s designated official responsible for coordinating Title IX compliance, ensuring prompt and equitable response, and addressing patterns or systemic concerns.The job holder regularly reviews and updates AHND and Title IX procedures, aligns with applicable law or regulatory guidance, and ensures consistent campus implementation. Additionally, the senior director oversees key aspects of the University’s compliance functions, including ethics and conflict of interest investigations.


Responsibilities:

  • Institutional Equity and Title IX: Serve as the University's Title IX Coordinator, providing direction to maintain an environment free from discrimination, harassment, and retaliation while overseeing the AHND and Non-Fraternization policies
  • Investigation and Case Management: Manage the prompt and impartial investigation of harassment and discrimination complaints, as well as specialized investigations into ethical violations, employee conduct, and conflicts of interest
  • Prevention and Education: Design and deliver comprehensive training programs and workshops to educate the university community on their rights, reporting options, and the standards of institutional equity
  • Compliance and Oversight: Monitor and coordinate institutional compliance with equity and Title IX requirements by overseeing policy implementation, investigations, supportive and corrective measures, and systemic remedies
  • Maintain reporting and case-management systems, ensure accurate and confidential documentation, and provide risk analyses and executive briefings that inform senior leadership and support effective institutional governance
  • Data Analysis and Reporting: Identify recurring issues and trends through climate surveys and case data to provide executive briefings, dashboards, and annual summaries for senior leadership and the Board
  • Conflict Resolution: Facilitate informal resolutions between parties and provide technical advice and counseling to students, faculty, and staff on equity-related matters
  • Undertake additional responsibilities and initiatives as assigned, in support of the University’s needs



Qualifications and Skills:

Education and Experience:

  • BA in a relevant field is required
  • Graduate studies are strongly preferred
  • Minimum of 10 to 12 years of experience, with at least five years specifically in institutional equity, civil rights, compliance, or investigations
  • Familiarity with current best practices in a university setting is preferred, and previous legal experience is preferred


Technical Skills:

Technical Knowledge:

  • Strong knowledge of Title IX, civil rights laws, higher‑education compliance requirements under U.S. laws and Egyptian labor and data privacy laws
  • This role does not oversee financial aid, or academic accreditation compliance

Investigation Skills:

  • Ability to conduct impartial, trauma‑informed investigations and produce clear, accurate findings

Integrity and Judgment:

  • Demonstrated commitment to ethics and integrity
  • Ability to build balanced, unbiased judgment and decisions, and manage highly sensitive, confidential data

Writing and Analysis:

  • Excellent drafting, analyzing, editing, and proofreading skills in English, Arabic is an advantage
  • Excellent writing and analytical skills

Communication and Planning:

  • Excellent interpersonal and communication skills, including demonstrated ability to listen well
  • Strong organizational, time management, and planning skills
  • Strong conflict resolution, mediation, and cultural competency skills to work effectively with diverse populations

Analytical Ability:

  • Skilled in analyzing complex systems, re-engineering procedures, and managing competing demands.
