The Red Sea Utilities Company (TRSUC) is a specialized subsidiary under Red Sea Global (RSG) , established to provide integrated utility services for RSG’s flagship developments, including The Red Sea Project and Amaala .


TRSUC is responsible for delivering essential services such as renewable energy, water desalination, wastewater treatment, solid waste management, district cooling, and telecommunications infrastructure. TRSUC is pioneering the development of off-grid, renewable utility systems to ensure that RSG’s destinations are powered entirely by clean energy.


TRSUC’s initiatives are integral to Saudi Arabia’s Vision 2030, aiming to diversify the economy and promote sustainable development. Job Purpose:

  • Responsible to oversee, deliver, and commission all operations and maintenance processes, coordinate business activities, manage teams, and refine operational methods for the utility.
  • The role will work closely with all Utility departments together with the asset owner where the equipment are located. The will also work closely with the RSG Technology Team, who will use the Utilities company passive networks ( Ducts, Chambers, POPs. MMU’s and Data Centers.
  • Additionally this role will be involved to prepare and implement the maintenance and reliability strategy and operational goals, oversee maintenance operations, operational reliability, adherence to budget and standard cycle time. He/she will drive compliance to processes, guidelines, operational efficiency measures and manage escalations as required.


Job Responsibilities:


Strategic Contribution

  • Contribute to the development and implementation of the annual business plan, target and implement the strategic agenda of the TRSUC Operations and Maintenance function to deliver TRSUC’s and RSG vision and mission.
  • Contribute to the development and implementation of strategic plans and initiatives to optimize operations and maintenance function within TRSUC including functional strategies & roadmap for the management of dry and wet utilities aligned to TRSUC goals.
  • Provide leadership and direction to the operations and maintenance team on fostering a culture of collaboration, innovation, and continuous improvement.
  • Ensure all Utility assets are maintained and operated to maximum efficiency and reliability.
  • Ensure that operations and maintenance strategies and processes are in place to meet TRSUC’s objectives and operational needs in terms of price, quality and delivery targets
  • Direct the formulation and execution of operation and maintenance plans


Operations and Maintenance

  • Oversee daily operations and direct the improvement of operational procedures.
  • Oversee corrective actions implemented at all engineering functions in case of emergencies, disruption of operations, breakdown of equipment or quality concerns and manage any escalations of risks, as required.
  • Oversee smooth operations and maintenance of all equipment. Oversee coordination with contract workers and manage any escalations, if required.
  • Drive compliance to processes, guidelines, operational efficiency measures and manage escalations as required.
  • Drive collaboration and maximize efficiency to achieve excellence in operations and maximisation of output.
  • Supervise system maintenance, including regular checks, repairs, and component replacements.
  • Ensure compliance with industry standards, laws, regulations, and safety guidelines.
  • Manage the budget for operations and maintenance to ensure efficiency.
  • Oversee quality assurance to meet or exceed standards.
  • Drive compliance with all applicable statutory requirements, provide comprehensive information on operations and all engineering function activities vis-à-vis periodic budgets, and manage escalations as required.
  • Direct and set contingency measures and plans in case of emergencies.
  • Drive the adoption of technology to improve efficiency, safety, and customer satisfaction.
  • Enforce the incorporation of world-class sustainability standards and measures .
  • Oversee decisions on critical issues during the engineering design and the construction phases, verify claims for extra work, and coordinate with the other TRSUC and RSG functions where necessary.
  • Oversee and direct the commissioning and testing including the 3rd party testing, startup test, trail run tests, performance tests, reliability tests, annual capacity tests and ensure all major/ main systems and sub systems for the dry and wet utilities are meeting the technical and functional specifications and the contractual requirements prior to issuing the acceptance certificates for the dry and wet utilities projects.
  • Oversee and direct the identification, assessment, and mitigation of different various aspects of risks presented on the project to create preventative risk methods and avoid potential delays and added cost.


Leadership and People Management

  • Coordinate the activities of any supplier or vendor to ensure that all work is carried out efficiently, in line with the strategic project management plans, policies and procedures.
  • Manage the team by setting priorities and objectives, managing performances, and providing ongoing feedback and coaching to meet the functional challenges and goals.
  • Serve as a role model to ensure employees’ awareness and commitment to RSG vision, mission, values, fundamentals, and corporate strategy to establish a highly engaged and motivated human team.
  • Provide development opportunities to maximize individual potential and engagement of employees through mentoring, coaching and constructive feedback.
  • Provide guidance on employees’ training and developmental needs and bridge the knowledge gaps to ensure continuous progression and high-level of competence within the team


Policies, Systems, Processes, Procedures, Standards and Reports

  • Follow all relevant functional policies, processes, standard operating procedures, and instructions to ensure that work is carried out in a controlled and consistent manner.
  • Oversee the streamlining of processes by eliminating redundancy, enhancing inter-departmental coordination, and improving business procedures.
  • Establish performance metrics to measure and assess the effectiveness of operation and maintenance initiatives and activities.
  • Review and direct the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies, and standards.
