Senior Estimator

Communication
Internal Communication:
- Manager - Commercial
  • Shipyard Production
Purpose:
  • Submit Tenders/proposals/RFQ quotations / invoices for approval.
  • Ensure and monitor that the shipyard strategies are being implemented effectively and accurately
  • To discuss budgeted vs actual hours and receive feedbacks on actuals

External Communication:
  • Suppliers & subcontractors
Purpose:
  • Ensure Technical Compliance as per the complex customer standards
  • Ensure compliance of products/services received with the job requirements & company’s standards

Occupational Health & Safety and Environment
Accountability:
Are accountable for their acts and omissions.
Responsibility:
To follow agreed safe systems of work; to follow training and instructions; and to report accidents, incidents and near misses.
Authority:
To stop work if they think the work is unsafe.


Education & Professional Qualification:
Bachelor Degree in Engineering
Professional Experience:
4 - 6 years in Tenders preparation/estimation especially in Marine sector.
Geographic Experience:
MENA experience is preferred but not a must
Computer Skills:
MS Office, MS Project, Oracle Financial Application (preferrable but not a must)
Language Skills:
Business fluent English; Arabic a plus
Market/Industry/Functional Knowledge:
  • Strong technical knowledge of EPC work
  • Strong knowledge of Estimation practices and techniques
  • Strong knowledge of general repair, outfitting and fabrication operations and services, mechanical and electrical engineering, hull coatings and steel repairs

Key Roles & Responsibilities
  • Responsible for review/preparation of tenders/technical proposals to meet the requirements of customers both in and marine sectors (when required)
  • Implement technical estimating standards and procedures and focus on continuous improvement. Review final estimate packages for accuracy and completeness prior to formal quote
  • Review and finalize project cost estimates as prepared by the Estimators in terms of the required material as per bill of quantities, amount of work, material/ equipment/ and manpower requirements during the tendering phase
  • Coordinate with Milaha corporate functions such as Legal, Insurance, Procurement, CFT or HR for any needs/requirements/process compliance related to the tender
  • Coordinate with third party engineering companies and EPCIC partners for the tender preparation. Coordinate for EPCIC clients’ audits prior or post tender awards
  • Study, analyse and evaluate tender documents from a technical point of view in order to identify risk factors, ensuring that technical terms comply with the relevant standards for the overall risk assessment and bid decision
  • Preparation of P&L projects report (before bidding, during the project execution and after the completion) for management evaluation and actions
  • Keep in close touch with Manager - Sales & Marketing for preparation of pre-qualifications. Visit customers with the sales team and conduct site inspections and prepare report
  • Review, inspect, clarify, interpret, and develop detailed scope of work for every project/job being enquired by the client and present summary of tender and action plans to senior management for go/no go decision
  • Prepare quotations based on client’s repairs specifications: make visits to sites/vessels for making a first-hand assessment of the nature of the job prior to preparing quotes. Prepare technical tender specifications and forward to Manager - Commercial
  • Seek cost / estimate for materials and specialist / subcontractor's jobs. Ensure historical data is documented and archived on each quoted project. Coordinate with the sales team to meet the customer expectation
  • For awarded contracts: follow up & preparation of additional quotes/Invoicing on daily basis, provide costs updates to the client and coordinate for releasing payments as per milestone or prior to vessels departure
  • Prepare draft invoice and finalize it with client
  • Ensure QHSSE standards, policies and procedures are at all times observed and implemented
  • Perform job related duties as assigned
