Job Title: Senior Finance – Business Development

Employment Type: Full Time

Work Location: Garowe, Puntland, Somalia

Job Summary

The Senior Finance – Business Development will play a strategic role in supporting business growth by providing financial leadership during pre-contract, bidding, and project development stages. The role focuses on financial modeling, bid pricing, feasibility analysis, risk assessment, and commercial negotiations for projects executed in Somalia. The successful candidate will work closely with business development, commercial, and project teams to ensure financially viable and competitive proposals.

Key Responsibilities

Business Development & Bid Finance

  • Lead financial input for tenders, bids, and proposals including cost structures, pricing strategies, and financial viability.
  • Prepare detailed financial models, feasibility studies, and investment appraisals for new projects.
  • Analyze bid risks, margins, cash flow, and return on investment.
  • Support negotiations on commercial and financial terms with clients, partners, and subcontractors.

Financial Planning & Analysis

  • Develop project budgets, forecasts, and long-term financial projections.
  • Conduct sensitivity and scenario analysis for proposed projects.
  • Provide management with clear financial insights to support go/no-go decisions.
  • Monitor pipeline opportunities and assess financial exposure.

Commercial & Contract Support

  • Review contracts for financial and commercial risks including payment terms, tax exposure, guarantees, and currency risks.
  • Coordinate with legal, commercial, and procurement teams during pre- and post-award stages.
  • Support joint ventures, partnerships, and consortium financial arrangements.

Risk Management & Compliance

  • Identify financial, operational, and country-specific risks related to Somalia operations.
  • Recommend risk mitigation strategies including insurance, guarantees, and financial controls.
  • Ensure alignment with company financial policies and international compliance standards.

Stakeholder Coordination

  • Work closely with Business Development, Project Controls, Finance, and Operations teams.
  • Coordinate with head office on approvals, funding requirements, and reporting.
  • Liaise with banks, financial institutions, and advisors as required.

Qualifications, Requirements & Key Competencies

  • Bachelor’s Degree in Finance, Accounting, Economics, or a related field.
  • Professional certification such as ACCA, CPA, CA, CMA, or MBA (Finance) is highly preferred.
  • 10–15 years of relevant finance experience, with strong exposure to business development, bid finance, and/or commercial finance.
  • Proven experience within construction, infrastructure, EPC, or project-based environments.
  • Advanced financial modeling, MS Excel, and financial analysis skills.
  • Strong commercial acumen, contract understanding, and negotiation skills.
  • Strategic financial thinker with strong analytical and decision-making abilities.
  • High level of commercial awareness, risk assessment, and mitigation capability.
  • Ability to perform effectively in challenging and dynamic environments.
  • Excellent communication and stakeholder management skills, particularly at senior management level.

  • Role requires deployment in Somalia.
