Senior Manager Business Development & Strategic Projects

This senior management role supports the Chief Commercial Officer in developing, accelerating, and operationalizing the Land Business of Port of Duqm, encompassing both industrial zones and logistics zones.

The role consolidates strategic planning, business development, financial analysis, stakeholder engagement, and project leadership responsibilities. Acting as a trusted right hand to the CCO, the Senior Manager will drive high‑impact initiatives, manage cross‑functional strategic projects, and support executive and board‑level decision making.


Strategic Development

  1. Co‑lead the development and continuous refinement of the Land Business and commercial strategy, including market analysis, competitive positioning, value proposition design, and revenue growth planning.
  2. Identify, assess, and prioritize strategic growth opportunities across industrial, logistics, and Special Economic Zone (SEZD) segments.
  3. Support long‑term commercial planning through scenario modeling, strategic option assessment, and investment prioritization.
  4. Translate approved strategies into clear implementation roadmaps, strategic initiatives, KPIs, and performance management dashboards.
  5. Lead business development initiatives to attract investors, industrial tenants, logistics operators, and strategic partners to the Port of Duqm ecosystem.
  6. Shape commercial proposals and contribute to deal structuring, negotiations, and contract development in close coordination with legal and finance teams.
  7. Build, manage, and sustain strong relationships with government entities, regulators, anchor tenants, strategic partners, and global investors.
  8. Represent the Port of Duqm in client engagements, investor meetings, conferences, industry forums, and official events.
  9. Manage priority commercial and infrastructure‑related strategic projects from concept development through execution and handover.


  1. Coordinate multidisciplinary teams across engineering, finance, legal, operations, and external stakeholders to ensure aligned project delivery.
  2. Prepare and review business cases, feasibility studies, financial models, ROI assessments, and cost‑benefit analyses to support investment decisions.
  3. Conduct market, financial, and commercial analysis to support land use planning, pricing strategies, valuation, and portfolio optimization.
  4. Monitor project progress, risks, interdependencies, and mitigation actions to ensure timely delivery aligned with CCO strategic priorities.
  5. Prepare high‑quality board and executive materials, including board packs, strategic updates, briefing notes, and executive‑level presentations, translating complex analysis into clear business narratives.
  6. Act as a trusted advisor to the Chief Commercial Officer (CCO), represent the CCO when delegated, manage sensitive information with discretion, and ensure effective follow‑up and stakeholder alignment on priority matters.

People Development:

  1. Lead department contribution to Port of Duqm’s Omanization targets through the setting of goals/KPIs in relation to the hiring and development of Omani Nationals into the workforce.
  2. Embrace and drive continuous Human Capital improvements through business driven initiatives or as directed by Port of Duqm Human Resources Department.
  3. Complete the necessary tasks as requested by Management/Directors on people development areas.

MINIMUM EDUCATION & QUALIFICATIONS

Education:

  • Bachelor’s degree in Business, Economics, Engineering, Logistics, or a related discipline, or as per the Minimum Qualifications and Experiences matrix in PODC.
  • MBA strongly preferred (Executive MBA or equivalent highly advantageous),
  • Project management certification (PMP, Prince2, or equivalent) is an asset

Experience:

12 years of relevant experience, with at least 4 years in senior or leadership roles, or as per the Minimum Qualifications and Experiences matrix in PODC.

Demonstrates strong business acumen with the ability to develop and execute commercial strategies that drive sustainable revenue growth. Possesses a solid understanding of business development fundamentals, market dynamics, value proposition design, and competitive positioning.

2. Strategy Execution & Large‑Scale Project Leadership

Exhibits proven capability in translating strategic objectives into executable plans and leading large‑scale, multi‑disciplinary initiatives. Effectively manages complex projects from concept to delivery, ensuring alignment with strategic priorities, commercial objectives, and stakeholder expectations.

3. Asset‑Based & Complex Development Understanding

Shows a strong understanding of industrial developments, logistics zones, infrastructure assets, and complex land‑based or capital‑intensive projects. Demonstrates the ability to operate within long planning horizons, phased development models, and integrated asset ecosystems.

4. Sector Knowledge & Industry Exposure

Experience in port, maritime, logistics, industrial, or infrastructure sectors is preferred but not mandatory. Applies transferable commercial and strategic expertise effectively across asset‑heavy or regulated environments.

5. Investment Attraction & Strategic Partnerships

Demonstrates a clear track record in attracting investments, forging strategic partnerships, and leading complex commercial or investment initiatives. Understands investor requirements, risk allocation, deal structuring, and long‑term value creation.

6. Executive & Board‑Level Engagement

Has strong exposure to working directly with senior executives, C‑suite leaders, and boards. Communicates complex strategic, financial, and commercial matters with clarity, confidence, and professionalism, and operates as a trusted advisor at the executive level.
