We are looking for a highly experienced Senior Planning Engineer with a strong MEP background to join our team in Doha, Qatar.
1. Job Purpose: The Sr. Planning Engineer oversees all the staff planning and ensures good practices are applied in project controls and planning in all projects. Highlights to management overall progress, delays, and areas of concern in all projects. Additionally, supports projects in delay analysis and any complex project controls-related issues whenever required.
2. Key Responsibilities:
• Ensure proper collection, verification and integration of work scope for all entities into the total project plan pre and post-contract with input from the project manager.
- Provide a timely and complete update of project schedules to determine contractor performance and compliance with the approved baseline.
- Project planning and preparation of 2 week look ahead and 4 weeks a head schedule for construction activities.
- Management of the progress measurement system and reporting set-up, and implementation.
- Progress/performance evaluation and reporting.
- Turn-around planning, scheduling and implementation/monitoring.
- Project budget set-up and cost control.
- Baseline management, resource loading and analysis, progress update and cash flow integration based on earned value methods.
- Establish and define any job-oriented project control procedures and identify the level of resources required to operate them.
- Develop, in conjunction with the Project Director, a suitable Work Breakdown Structure for the project.
- Establish and agree on the level and frequency of reporting required by the project. • Establish and communicate cost and schedule baselines and ensure control mechanisms are in place to monitor performance
- Review overall project status with the Project Management team and recommend corrective action where necessary.
- Ensure that all cost, planning and document control reports are prepared and issued in accordance with Project Coordination Procedures.
- Liaise with all other Departments at all meetings relevant to project operations and ensure time and cost plans are updated to reflect latest information.
- Prepare Project schedule analysis and conducts studies of problem areas to determine critically of schedule activities.
- Select the appropriate techniques and sequence of events for a particular project.
- Present schedules of work, often with visual aids such as bar charts and procedure diagrams.
Use specialist planning computer software, such as Primavera or Microsoft Project, for monitoring progress throughout the construction process and comparing this with the projected schedule of work.
- Provide advice and support on the development of specific systems required for monitoring the project.
- Coordinate with the site agent and surveyor throughout the process, making adjustments to projects as necessary.
- Coordinate with the site engineer for the timely completion of the project within budget cost.
- Participate in coordination between different departments like contracts, QS, Purchasing, Estimation, Subcontractors and site.
- Prepare early warning systems like procurement schedule and an information release schedule.
- Determine the manpower, material, and equipment required for the project from time to time.
- Delay analysis and recommending routes of recovery. • Prepare Cause & effect analysis for EOT (Extension of time) Claims.
- Correspond with Head Office, Client, Consultants, Sub-Contractors, and Suppliers
- Effect responsibilities as documented in the procedures of the Quality Management System.

4. Reports Received:

- Information from Tender Department • Information from Construction Department
Preferred:
- Experience in Qatar/GCC projects.
- MMUP/UPDA certification is an advantage.
- Valid Qatar Driving License.
