Senior Procurement Engineer

Section I: Job Purpose

The role holder will assist in managing the tendering and bidding process for procurement projects, ensuring adherence to legal and company guidelines. The main goal is to support efforts to achieve the best value for the company by helping with the preparation of tender documents, evaluation of bids, and coordination of supplier selection. The role also involves working closely with cross-functional teams to help ensure projects are delivered on time, within budget, and aligned with company goals.


Section II: Key Responsibilities

Tender Process

  • Assist in preparing clear and detailed tender documents by compiling technical, commercial, and legal information required for the procurement process.
  • Ensure that tender documents follow company guidelines and comply with relevant procurement policies and regulations.
  • Support coordination with internal teams (such as technical, legal, finance, and project management) to gather necessary input like project requirements and scope of work.
  • Help define the scope of work, technical details, and expected project outcomes, and assist in setting basic evaluation criteria for supplier selection in collaboration with relevant departments.

Bidding Process Support

  • Support the tender process by assisting with issuing tender documents, tracking supplier submissions, and helping with the evaluation of bids under the guidance of senior team members.
  • Serve as a point of contact for suppliers, helping to respond to basic inquiries and coordinating with relevant teams to provide the necessary clarifications.
  • Assist in preparing and updating timelines for the bidding process, helping to ensure that deadlines for submissions, evaluations, and decisions are met.
  • Help coordinate the submission process by sharing clear instructions with suppliers and monitoring that all requirements and deadlines are communicated effectively.

Supplier Bid Evaluation Support

  • Assist in the evaluation of supplier bids, following predefined tender criteria and helping to ensure the process is fair, transparent, and well-documented.
  • Support the review of technical, financial, and commercial aspects of bids to check alignment with project requirements and company expectations.
  • Work closely with cross-functional teams (e.g., technical, finance, legal) to help verify the completeness and feasibility of bids, ensuring all necessary information is considered.
  • Help prepare evaluation summaries and support senior team members in presenting key findings, including identifying the most suitable suppliers based on value, compliance, and risk.


Compliance and Procurement Regulations

  • Assist in ensuring the procurement process aligns with applicable laws, company policies, and industry standards, including local and international regulations.
  • Help identify and flag potential risks or issues during the tendering process, and support efforts to resolve them in coordination with senior team members.
  • Maintain organized and accurate records of all tender-related activities to support transparency, compliance, and future audits.
  • Support the team in tracking updates to procurement laws and regulations and assist in implementing any changes to maintain compliance with evolving standards.

Contract Negotiation and Finalization

  • Assist in the negotiation process with selected suppliers by supporting senior team members in reviewing terms and helping to ensure agreements align with company objectives.
  • Help review contract details such as pricing, delivery schedules, and warranties, ensuring they reflect value for the company and reduce potential risks.
  • Coordinate with legal and finance teams to support the finalization of contracts, ensuring documentation is complete and meets internal requirements.
  • Ensure that all finalized agreements are properly documented and stored, and that key terms are clearly communicated to relevant stakeholders.

Stakeholder Collaboration and Reporting

  • Support collaboration with internal teams such as project management, legal, finance, and operations to help ensure smooth execution of the procurement process.
  • Assist in preparing updates and progress reports for senior management, including status of bids, supplier interactions, and key project developments.
  • Help manage communication with stakeholders by sharing updates on timelines, progress, and any issues, and escalate concerns to senior team members as needed to ensure alignment.

Section III: Qualifications, Experience & Skills


Minimum Qualification:


  • Bachelor’s degree in business administration, Procurement, Supply Chain Management, Construction Management, Civil Engineering, or a related field.
  • A master’s degree in business administration (MBA), Project Management, or a similar discipline is an added advantage.
  • Membership or progress toward MCIPS (Chartered Institute of Procurement & Supply) is desirable.
  • Basic knowledge or certification in project management (e.g., PMP, PRINCE2) is beneficial.

Experience:

  • 5 to 8 years of experience in procurement, tendering, or bid support, preferably within construction, real estate, infrastructure, or related industries.
  • Exposure to supporting procurement or tender processes, including assisting with supplier coordination, documentation, and basic contract review.
  • Familiarity with procurement practices in large-scale projects is an advantage.
  • Experience working with cross-functional teams such as technical, finance, legal, and project management to support tender preparation and evaluation.

Skills:


  • Ability to assist in preparing tender documents, managing bid submissions, and ensuring compliance with company policies and procurement regulations.
  • Basic understanding of contract terms and experience supporting supplier communications and relationship management.
  • Developing skills in evaluating supplier bids, considering technical, commercial, and financial factors, with guidance from senior team members.
  • Awareness of procurement risks and support in identifying and reporting potential issues.
  • Familiarity with procurement laws, regulations, and industry standards, especially in construction and real estate sectors.
  • Experience working within teams to help meet project deadlines and support cross-functional collaboration.
  • Learning to support negotiations and contract finalization processes under supervision.
  • Attention to detail in document preparation, bid evaluation support, and maintaining compliance records.
  • Good communication skills to effectively interact with internal teams, suppliers, and stakeholders.
  • Basic knowledge of procurement software/tools such as SAP or Oracle Fusion Procurement is a plus.
  • Ability to handle multiple tasks and assist in procurement activities with accuracy and efficiency.
  • Developing time management skills to prioritize tasks and meet deadlines in a dynamic work environment.
