Senior Procurement Engineer (Civil)

1. Role Purpose


The Senior Procurement Engineer (Civil) is responsible for the strategic sourcing, technical evaluation, and commercial management of all civil and structural packages for high-rise tower projects. This role ensures that critical path materials (concrete, steel, formwork) and specialized sub-contractors are secured according to the rigorous engineering standards and tight logistics of vertical construction.


2. Key Responsibilities


A. Material Procurement & Supplier Management

  • Bulk Structural Materials: Negotiate and secure master agreements for high-grade reinforcement steel and high-performance concrete mixes (designed for high-altitude pumping).
  • Technical Compliance: Review Material Submittals (MS) and ensure all civil supplies meet project specifications and consultant approvals.
  • Supply Chain Logistics: Manage Just-In-Time (JIT) deliveries to coordinate with tower crane schedules, minimizing on-site storage requirements.
  • Market Analysis: Monitor global and local price trends for steel and cement to advise on bulk-buy timing.

B. Sub-contractor Management

  • Package Tendering: Lead the tendering for specialized civil packages: Piling, Shoring, Post-Tensioning (PT), and Waterproofing.
  • Vertical Systems: Procure and manage contracts for Self-Climbing Formwork (SCF) , slip-form systems, and high-rise safety screening.
  • Techno-Commercial Analysis: Perform detailed bid evaluations, ensuring sub-contractors have the technical capacity and equipment for high-rise execution.

C. Financial & Contractual Control

  • Cost Optimization: Implement Value Engineering by identifying civil material alternatives that reduce costs or accelerate the floor-to-floor cycle.
  • Contract Drafting: Prepare sub-contracts based on FIDIC/company standards, ensuring clear milestones and liquidated damages clauses.
  • Budget Tracking: Monitor procurement spending against the project budget to ensure zero cost-overruns on civil packages.


3. Job Requirements


  • Education: Bachelor’s Degree in Civil Engineering (Mandatory).
  • Experience: Minimum 5–8 years of experience in construction procurement, with at least 3 years specifically in High-Rise/Tower projects .
  • Technical Expertise:

Deep knowledge of civil structural elements (C60+ concrete, PT systems, rebar coupling).

Understanding of high-rise logistics (vertical pumping, crane cycles, zero-lot-line site constraints).

  • Software Skills: Proficiency in SAP, Oracle, or Candy (CCS) and advanced Microsoft Excel. Knowledge of Bluebeam/PlanSwift for digital take-offs.
  • Language: Fluency in English (written and spoken) for contract negotiation.
