Scope:


Provide leadership, guidance and direction to ensure that functions, processes and activities related to scoping, planning, material requisition of the Turnaround are carried out in accordance with SATORP’s operational standards. To establish, coordinate and supervise the activities related to turnaround scoping and planning in his designated area, including coordination of work scope with other disciplines.


Duties and Responsibilities:


1. Ensure efficient and seamless flow of information and communication within his team, with the planning contractor, with others teams in the Scope & Planning Division as well as with the other Turnaround Divisions.

2. Manage and coordinate the development, optimization, challenging and growth control of the Turnaround scope in his designated area, in coordination with all Divisions within SATORP that contribute as proponents of works to be executed during the turnaround, and ensure providing the necessary support and advice for effective implementation of the scoping process.

3. Manage, coordinate and ensure the quality of the Detailed Planning developed by the Planning Contractor, which includes: Level 4 Plan & Scheduling, Identify/Challenge Critical & Almost Critical Paths, Isolation Plan, Scaffolding Plan, Materials Take-Off / BOM’S (including Long Lead Delivery Items), Pre-Turnaround Plan, Assembly of Work Packages and all others deliverables required to ensure that all necessary information for a smooth execution is available, including Safety and Quality Plans related deliverables.

4. Work closely with the staff members of the Turnaround Non-Static Planning Section Manager, for the smooth and full integration of the Scope & Planning activities related to the Rotating, Instruments and Electrical works within the overall plan, which are under their accountability.

5. Give the necessary technical support to Material Leader when preparing the Purchase Requisitions for the material items required for the completion of the works included in the turnaround scope of his designated area, as well as when performing the evaluation of Technical Proposals and clarification of inquires coming from the vendors.

6. Preparation of Scope of Works for contracts related to the maintenance & inspection within the Turnaround scope.

7. Participate in the preparation of:

 Turnaround Budget

 Project Risk Assessment

 Turnaround’s KPI’S

 Turnaround Outsourcing Strategy

 Tenders Prequalification

 Technical Offers Assessment

 Turnaround Readiness Audit / Peers Review


Expected Results:


Efficient and effective implementation of Turnaround Scoping and Detailed Planning Work Processes to ensure a smooth execution of all activities included in the turnaround scope.


Minimum Requirements:


Bachelor’s degree in Engineering.

5 to 8 years of experience in the Refining and Petrochemical Industry in Maintenance and/or Turnaround and demonstrated understanding of Turnaround principles and practices.
