SOCIAL MOBILIZER

Background:

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat has been a partner with the number of ministries at national and provincial levels, development partners, civil society organizations and academia.

UN-Habitat Pakistan Country Programme Pakistan, lays down the roadmap for achieving the New Urban Agenda focusing on right to adequate housing, universal access to safe and affordable drinking water and sanitation and other basic services, sustainable economic growth, building resilience and protection and conservation of natural habitat as well as Sustainable Development Goals (SDGs) particularly SDG11 aiming to make cities and human settlements inclusive, safe, resilient, and sustainable. The Country Programme is aligned with the Pakistan United Nations Sustainable Development Framework (UNSDF 2023-2027) One UN Programme (OP-III).

UN-Habitat is committed to the transformative goal of "Leaving No One Behind" with focus on enhancing access to adequate housing and basic services to promote inclusive prosperity and eradicate poverty and signed an agreement of contribution with government of Netherlands to implement a project in the five cities (Haripur, Kohat, Peshawar, Karachi and Quetta) with Afghan refugee’s concentration to empower and support both communities in selected settlements by promoting inclusive and sustainable urban development that prioritizes issues relating to housing and overcrowding, tenure insecurity, infrastructure, basic services and living conditions, economic opportunities, social cohesion and integration and improved living conditions, including preventing gender-based violence.

Objectives:

The social mobilizer will act as a bridge between the community and the project team, will take lead in social mobilization activities in the targeted settlements, will assess the needs for context based social mobilization strategies, establish an effective feedback mechanism, and ensure continuous two-way communication.

KEY RESPONSIBILITIES.

Under the guidance of the CTA/DPM and direct supervision of Provincial Coordinator, the Social Mobilizer will perform the below tasks:

  • Facilitate interaction with members of the community on behalf of the UN-Habitat by organizing and holding community meetings with community members and groups.
  • Identification of vulnerable groups, their strengths, and available resources; raising awareness about the benefits of organized neighbourhoods.
  • Creating family and neighbourhood profiles; forming household clusters; establishing and building the capacity of Community Development Councils/Committees (CDC); capacity building; developing prioritized Community Action Plans (CAP); and fostering connections between CDCs and relevant offices (such as CAR and municipal district offices).
  • Support the collection and monitoring of data to enable regular progress updates and preparation of progress reports on monthly/ quarterly basis for sharing and monitoring purposes.
  • Identify and engage with Community Based Organizations, youth groups, informal associations, and grassroots organizations, and support their capacity building, their ability to implement projects, social audits, and effective record keeping.
  • Assist provincial coordinators in the implementation of interventions using community contracting, direct implementation and through engaging partners.
  • Support community members to organize cultural events, behaviour change communication (BCC) activities, and other community events to enhance social cohesion between hosting and Refugees communities.
  • Identification of Community Based Organizations/ youth groups or create those CBOs and initiate capacity building of those groups in conducting participatory assessments, developing proposals, implementation, social audits and record keeping.
  • Conduct regular field visits to observe and document changes in community living conditions, housing preferences, and adaptation strategies and facilitate baseline, midline and end line surveys to assess project impact.
  • Coordinate and Network with representatives of local authorities, the Commissioner-ate of Afghan Refugees, NGOs and UN partners.
  • Promote ownership among the beneficiaries through community engagement activities that encourages maintenance, sustainability, and responsible stewardship of project interventions.
  • Assist MEL Officer in data collection and prepare various progress reports on monthly/ quarterly basis for sharing and monitoring purposes, as requested.
  • Perform additional tasks as assigned by the supervisor.
  • Provide support for the strengthening of community associations to undertake their own development initiatives with special emphasis on women, youth and vulnerable groups.

REQUIRED QUALIFICATIONS

Education

  • Bachelor’s degree in Social work or Development Studies or humanities field.

Experience:

  • Minimum 2 years of relevant experience in community mobilization, in particular having worked with urban poor communities.
  • Working with a national or international NGOs is an asset.

Language:

  • Fluency in Urdu is essential. Working proficiency in Pushto, Dari and English is required.

Other skills:

  • Proficient in MS Office, email communication. q
