Specialist of HR Employee services

Strategic

  • Lead the execution of HR service frameworks that align with KHDA’s strategic vision and Dubai Government HR standards.
  • Ensure that payroll, benefits, and pension administration meet the highest levels of accuracy, timeliness, and compliance.
  • Act as a custodian of employee data integrity within GRP and other government platforms, ensuring governance and accountability.
  • Drive employee happiness initiatives by managing recognition systems (Happiness Box) and ensuring transparency and fairness.
  • Serve as KHDA’s liaison with external government stakeholders (DGHR, Dubai Digital Authority, DOF, DHA, etc.) to ensure seamless coordination on HR service requirements.
  • Contribute insights and recommendations for HR policy enhancements, automation opportunities, and service excellence improvements.
  • Monitor risks related to HR services and propose mitigation strategies to safeguard compliance and reputation.

Operational


Core HR Services

  • Lead end-to-end administration of health insurance, ensuring full coverage, timely processing, and support for employees and dependents.
  • Manage and issue HR letters and official certificates with accuracy and service excellence.
  • Oversee HR mailbox operations, ensuring timely and professional responses.
  • Conduct security checks for new hires and renewals, coordinating approvals with concerned authorities.
  • Ensure accurate payroll processing, pension calculations, and DEWS saving scheme administration.
  • Perform data governance and validation of all HR entries in the GRP system, ensuring alignment with official records.
  • Lead the review of payroll data and reports in collaboration with the Finance Department.
  • Prepare and draft HR resolutions and approvals for leadership endorsement.

Specialized HR System & Compliance

  • Own the management of GRP responsibilities (adding, revoking, controlling user access) to safeguard system compliance.
  • Administer the GRP attendance system, ensuring compliance with Dubai Government policies and resolution of exceptions.
  • Manage call tickets with Dubai Digital Authority (DDA) to ensure timely resolution of system issues.
  • Generate, analyze, and maintain HR reports, dashboards, and KPIs for leadership review.
  • Support internal and external HR audits by providing accurate documentation and process evidence.

Employee Happiness & Collaboration

  • Oversee the KHDA Happiness Box program, ensuring equity, motivation, and alignment with KHDA values.
  • Act as a primary point of contact for employee engagement initiatives related to HR services.
  • Collaborate with Asset Management to streamline employee services (access cards, ID renewals, office allocations).
  • Work closely with the Finance Department on payroll reconciliations, variance analysis, and compliance with financial governance.
  • Provide HR service input for organizational projects and transformation initiatives.

Additional Responsibilities

  • Mentor and support junior colleagues in understanding HR service policies and systems.
  • Participate in HR service innovation projects (automation, digital HR, process reengineering).
  • Ensure confidentiality and data protection in all HR service activities.
  • Serve as an HR services subject-matter advisor to employees and managers.

Qualifications


  • Bachelor’s Degree in Human Resources, Business Administration, or related field.
  • UAE Nationals (Emiratization priority).

4–6 years handling HR operations (payroll, benefits, GRP, compliance).
