STAFF SERVICES MANAGER III

In this critical leadership role, the Director of Employee Services will champion a high-performance culture within the HR Connect division. You will build, coach, and engage a team of HR professionals responsible for all employee transactions, benefits, leave administration, and medical management. Partnering with the Vice President, you will drive operational excellence by assessing and refining workflows, developing and implementing policies, and ensuring full compliance. The Director will act as a senior subject matter expert, offering guidance on complex payroll and benefit scenarios, and will use performance metrics and analysis to guide strategic recommendations for continuous improvement.

The ideal candidate will have:

  • A minimum of 3 years of leadership experience
  • A minimum of 2 years of experience working in HR in a transactions, medical management or benefits function.
  • Knowledge of employment laws, rules and regulation; civil service laws, rules and regulation
  • Knowledge of general management and personnel management principles and practices
  • Ability to communicate professionally and effectively both in verbally and writing
  • Ability to use good judgment and make sound decisions
  • Ability to achieve results according to objectives
  • Ability to research, analyze, evaluate information and take effective action
  • Ability to interpret and apply rules and regulations objectively and consistently
  • Ability to develop, coordinate and deliver presentations
  • Outstanding time management and organizational skills
  • Strong leadership and supervisory skills
  • Commitment to the highest ethical standards of confidentiality
  • Knowledge of project management principles

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
