1. Background
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat has been a partner with the number of ministries at national and provincial levels, development partners, civil society organizations and academia.
UN-Habitat Pakistan Country Programme is aligned with the Pakistan United Nations Sustainable Development Framework (UNSDF 2023–2027), the One UN Programme (OP-III), and the UN-Habitat Strategic Plan 2020–2025. This alignment is reflected in its four-year plan, structured around four Domains of Change. One of these domains focuses on effective urban crisis prevention and response. This focus is also prioritized in the draft plan for 2026–2029, where “prevention, recovery, and reconstruction after humanitarian crises” is identified as one of UN-Habitat’s key impact areas. Under this impact area, UN-Habitat supports countries and communities in developing disaster risk reduction and resilience strategies and action plans to minimize damage and losses in the context of rapidly growing urbanization.
UN-Habitat Pakistan, has received financial support from JICA to support the flood recovery in district Swat and Buner under the project for Strengthening Disaster Resilience of Educational Infrastructures. The project applies a Build Back Better and Safer approach to protect children, ensure continuity of education, and strengthen institutional capacity for long-term resilience. In addition to infrastructure upgrades, SDERI enhances school-level preparedness and risk reduction through DRR awareness, evacuation drills, first aid training and kits, hygiene promotion, and the provision of essential emergency response tools. Under this project up to 120 schools’ rooms and WASH facilities will be rehabilitated.
2. Objective of the Post:The objective of the post is to support project implementation by conducting damage assessments, preparing cost estimates, identifying schools for repair and retrofitting, supervising construction, coordinating with contractors, facilitating the payment process, and supporting the handover process.
Responsibilities/ Tasks:
- Support the rollout of a detailed damaged assessment of schools in the affected districts, in coordination with District Education Officers (DEOs) and Assistant Education Officers (AEOs)
- Assisting structural engineer (consultant) in Structural assessment of damaged schools and developing retrofitting strategies and detailed cost estimation of damaged school if any due to floods.
- Review Test reports and flag issues timely and instructing contractors to rectify defective work if any.
- Collecting feedback from the teachers and education departments on the school functionality of the buildings and WASH facilities.
- Review the IPCs and variations orders submitted by the contractors and assist processing of those payments and Variation Orders.
- Supervise the implementation and monitor all construction-related activities in line with approved design, drawings and BOQs.
- Check workmanship especially checking plum, Levels, smoothness and other workmanship related issues and rectifying the issues if any.
- Assist Senior Engineer and design team in developing building design, drawings, Bill of Quantities and cost estimation.
- Ensure that all design, planning and site activities comply with appropriate local, national and international standards and regulations as required.
- Maintain good relationship with local people, parent Teacher Councils and staff of Education department and coordination with all stakeholder in the district.
- Documentation of the activities including taking pictures of the work.
- Preparing project progress reports.
- Conduct training of the masons, carpenters and steel fixers.
- Ensure environmental disposal of the excavated, dismantled or construction wastes.
- Ensuring safety of the construction workers through following safety practices.
- Prepare & review the work schedule of different activities to ensure progress and advises contractors to adjust work plan/schedule to meet the project requirement.
- Supporting closures of the project activities including handover and DLP management.
- Any other tasks assigned by the team Senior Engineer/DPM
3. Remuneration:
Payments will be made on monthly basis.

6. Required Qualifications:
- Diploma of Associate Engineer in civil technology with minimum 3 years of relevant experience in building construction work.
Experience:
- Strong experience in developing drawings, estimation, and construction work and construction supervision preferably school building construction.
- Experience in earthquake resistant construction and damage assessment of school buildings.
- Proficient in Auto Cad or any Drafting tool is must.
- Strong experience of managing contractors.
- Expert in developing Bill of Quantities.
Desirable:
- Experience of Seismic retrofitting of buildings is highly desired.
- strong experience in developing and implementing quality management plans.
- Work with UN-Habitat Pakistan or another UN agency in Khyber Pakhtunkhwa is an asset.
- Basic Technical Training on Earthquake Resistant Construction is desired.
Language:
Fluency in English as well as the national/local language of the country (both oral and written) is required.
