Technical Office Engineer

Job Purpose

To prepare competitive and accurate technical and commercial bids for road construction, utilities, and infrastructure projects, ensuring compliance with client requirements and company standards.

Key Responsibilities

  • Review tender documents, drawings, BOQs, specifications, and contract conditions.
  • Prepare detailed quantity take-offs for roads, drainage, sewerage, water networks, utilities, and infrastructure works.
  • Coordinate with design, planning, procurement, and site teams to collect required inputs.
  • Obtain and evaluate quotations from suppliers and subcontractors.
  • Prepare cost estimates including material, labor, equipment, overhead, and profit margins.
  • Analyze project risks and propose mitigation strategies.
  • Prepare technical proposals and method statements in coordination with engineering team.
  • Ensure compliance with client requirements (Ashghal / Infrastructure authorities standards if applicable).
  • Participate in pre-bid meetings and site visits.
  • Prepare tender clarifications and respond to client queries.
  • Assist in post-award handover to project execution team.
  • Maintain tender database and cost history records.

Qualifications

  • Bachelor’s Degree in Civil Engineering.
  • MMUP / UPDA certification is an advantage.
  • Training in cost estimation or contract management preferred.

Experience

  • Minimum 5 years of experience in tendering/estimation for road and infrastructure projects.
  • Experience in utilities (stormwater, sewer, water supply, TSE, electrical duct banks).
