Key Responsibilities
1. Tender Management & Coordination
- Review and analyze tender documents (drawings, BOQ, specifications, contract conditions, etc.) to understand scope and requirements.
- Lead the preparation and submission of technical and commercial proposals within deadlines.
- Coordinate internally with estimation, engineering, procurement, planning, and finance teams.
- Prepare tender clarification queries and manage correspondence with clients and consultants.
- Develop and maintain tender schedules to ensure timely delivery of submissions.
2. Cost Estimation & Pricing
- Oversee and review cost estimations for civil, architectural, MEP, and fit-out works.
- Evaluate material and subcontractor quotations to ensure competitiveness and compliance.
- Develop pricing strategies aligned with company objectives and market conditions.
- Perform risk assessments, value engineering, and alternative proposals to optimize pricing.
3. Strategic Planning & Market Intelligence
- Identify and prioritize tender opportunities that align with company strategy.
- Monitor market trends, competitors, and pricing benchmarks.
- Support management in bid/no-bid decision making.
- Build and maintain strong relationships with clients, consultants, and suppliers.
4. Compliance & Documentation
- Ensure tender submissions comply with contractual, legal, and technical requirements.
- Prepare executive summaries and bid review reports for management approval.
- Maintain tender registers, cost databases, and historical records for future reference.
5. Team Leadership & Development
- Manage and mentor a team of estimators, quantity surveyors, and proposal coordinators.
- Assign responsibilities, monitor progress, and ensure accuracy in deliverables.
- Promote continuous improvement in tendering and pricing processes.
Qualifications & Experience
- Bachelor’s degree in Civil Engineering, Architecture, or a related field (Master’s degree is a plus).
- Minimum 8–12 years of experience in tendering and estimation, with at least 3 years in a managerial role.
- Proven experience in fit-out / construction projects in the UAE or GCC region.
- Strong knowledge of contract conditions (e.g., FIDIC), pricing strategies, and local market rates.
- Excellent negotiation, analytical, and communication skills.
- Proficient in MS Office, estimation software, and AutoCAD.
