The Education and Labor Cabinet’s mission is to educate, prepare and train Kentucky’s current and future workforces. Our goal is to create and make continuous improvements to an education and workforce system that prepares Kentuckians for the 21st century workforce, while helping businesses find the skilled workers they need to compete and create jobs in the Commonwealth.
The Career Development Office provides workforce services to Kentuckians who are unemployed, under-employed, or searching for a new career path. We also provide a variety of services, such as assistance with unemployment insurance, business downsizing, labor market information, job postings, and recruiting and training.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
Job Duties:

Supervises the Foreign Labor Certification (FLC) staff to ensure timely, complete, and compliant housing inspections are conducted in accordance with program guidelines.
- Assists employers and farm-workers with questions and complaints.
- Provides presentations to agricultural employer groups to educate them on the FLC program and requirements.
- Interprets statutes and regulations and ensures compliance.
- Coordinates with Career Center staff to track employer recruitment efforts.
- Prepares federal quarterly reports and internal management reports as required.
- Creates and maintains operations manual(s) for employers and staff.
- Provides training as necessary.
- Completes staff performance evaluations, addresses performance issues, approves leave and overtime requests, and requests personnel actions as necessary.
- Represents the state at U.S. Department of Labor round-tables and conference calls.
This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgements, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.
