Business Development Specialist

We are looking for a Business Development Specialist to drive growth across Saudi Arabia and the wider Gulf region.

In this role, you’ll identify new opportunities, shape strategic pursuits, and lead the full business development lifecycle—from market insight and client engagement to deal closure and delivery kickoff.

This is a high-impact role for someone who thrives in a fast-paced, growth-oriented environment and enjoys building strong client relationships while delivering real business value.

Key Responsibilities

• Own and drive pipeline development and pursuit activities across a defined portfolio
• Develop and execute business development strategies aligned with growth targets
• Identify new opportunities, emerging markets, and public sector trends
• Build and maintain strong relationships with senior stakeholders and decision-makers
• Lead the end-to-end deal lifecycle (qualification → proposal → negotiation → close → handover)
• Collaborate with internal teams (Finance, Legal, HR, IT, etc.) for seamless execution
• Act as a trusted advisor on MAXIMUS solutions and value proposition
• Identify upsell and cross-sell opportunities within existing accounts
• Contribute to thought leadership, case studies, and market insights
• Ensure compliance with governance and ethical standards

Education

• Bachelor’s degree in Business Administration, Public Policy, Economics, Marketing, or related field

Experience

• 4+ years in business development, sales, or partnerships
• Experience in public sector or consulting preferred
• Proven track record managing complex deal lifecycles
• Experience with multi-stakeholder or large-scale programs is a plus
