JOB OVERVIEW

JOB TITLE : Contracts

LOCATION : Doha, Qatar

GENERAL JOB DESCRIPTION

· Oversee the end-to-end lifecycle of all contracts supporting the TASMU Platform, ensuring full legal, financial, and operational compliance in line with corporate policies and governance frameworks.

· Draft, review, negotiate, and manage contractual agreements with a wide range of stakeholders — including government entities, technology partners, service providers, and vendors — to ensure clarity, fairness, and enforceability.

· Ensure that all contractual obligations are fulfilled, proactively monitor performance, and drive timely resolution of contractual issues, deviations, or disputes.

· Identify and mitigate contractual and commercial risks, ensuring appropriate risk allocation and adherence to established TASMU governance principles.

· Collaborate with internal teams (legal, procurement, finance, technical, and PMO) to ensure contracts are aligned with strategic objectives, operational requirements, and budgetary controls.

· Maintain accurate contract documentation and audit trails, supporting transparency, traceability, and compliance with internal and regulatory requirements.

· Contribute to the continuous improvement of contract management processes, templates, and reporting mechanisms to enhance efficiency and governance consistency across the TASMU program

DUTIES & RESPONSIBILITIES

· Ensure effective governance and performance monitoring of MVO operations against the agreed KPIs and SLAs, maintaining alignment with contractual and operational commitments.

· Develop and maintain the consolidated annual plan covering all projects under the MVO scope, ensuring accurate scheduling, prioritization, and coordination across initiatives.

· Monitor the timely delivery of key milestones and proactively track project progress to identify delays, risks, or dependencies requiring management attention.

· Ensure that all KPI and SLA tracking plans are continuously updated, validated, and re-baSelined when necessary to reflect approved changes or evolving operational realities.

· Maintain the latest approved project plans for all active initiatives, ensuring they are regularly reviewed and re-baselined as needed to support accurate reporting and decision-making.

· Support MCIT and related stakeholders by preparing, consolidating, and submitting all relevant documentation and evidence required for the formal acceptance of delivered milestones, KPIs, and SLAs.

· Facilitate structured reporting and transparency across all levels of governance to ensure compliance, accountability, and alignment with TASMU’s overall performance framework.

SKILLS & ABILITIES

· Draft, review, and negotiate contracts, agreements, and amendments related to the TASMU Platform, ensuring clarity, accuracy, and legal soundness in all documentation.

· Ensure full compliance of all contractual documents with government regulations, TASMU governance frameworks, and organizational policies, maintaining consistency and accountability.

· Collaborate effectively with cross-functional teams — including Legal, Finance, Procurement, and PMO — to ensure that contractual terms align with operational and project objectives.

· Manage the complete contract lifecycle, including renewals, extensions, modifications, and closures, ensuring timely actions and proper documentation.

· Identify, assess, and mitigate contractual and operational risks, proposing solutions that safeguard organizational and program interests.

· Maintain a centralized contract repository with accurate documentation, version control, and audit-ready records for governance transparency.

· Provide expert guidance to internal stakeholders on contractual obligations, rights, and limitations, supporting informed and compliant decision-making.

· Support tendering, vendor selection, and procurement processes, ensuring contractual alignment with scope, budget, and performance requirements.

· Monitor and evaluate contract performance, ensuring vendors meet service-level agreements (SLAs) and key contractual deliverables.

· Prepare and present reports, dashboards, and compliance summaries on contract status, key risks, and performance insights for senior leadership and steering committees.

POTENTIAL BACKGROUND

· Bachelor’s degree in Law, Business Administration, Contract Management, or a related field is required.

· Proven experience in contracts, procurement, or commercial management, preferably within government entities, large-scale transformation programs, or digital platform initiatives.

· Professional certification in Contract Management (e.g., CPCM, IACCM, or equivalent) or in Legal / Procurement disciplines is highly desirable.

· Strong understanding of government procurement regulations, vendor management practices, and contract law, with the ability to apply them effectively within complex organizational frameworks.

· Hands-on experience managing multi-party contracts with technology vendors, service providers, and public-sector stakeholders, ensuring compliance, value delivery, and performance monitoring.

PREFERRED TOOLS / SOFT SKILLS

Preferred Tools

Contract & Document Management: Proficiency in SharePoint, Confluence, and the Microsoft Office Suite (Word, Excel, PowerPoint) for documentation, collaboration, and reporting.

  • Data Analysis & Reporting: Familiarity with Power BI, Tableau, or similar visualization tools to develop dashboards, monitor performance, and support data-driven decision-making.

Soft Skills

Communication Excellence: Strong written and verbal communication skills, with the ability to convey complex contractual concepts clearly to diverse audiences.

  • Negotiation Skills: Skilled in conducting negotiations that balance organizational objectives with vendor and stakeholder relationships.
  • Attention to Detail: Meticulous approach to reviewing and managing contractual documents, ensuring accuracy, completeness, and compliance.
  • Collaboration: Effective team player who builds trust and works seamlessly across legal, procurement, finance, and technical functions.
  • Problem-Solving: Analytical and solution-oriented mindset to identify, assess, and resolve contractual or operational issues proactively.
  • Time Management: Strong ability to prioritize and deliver results under tight timelines and shifting priorities.

  • Ethical Judgment: Demonstrates integrity, confidentiality, and professionalism in managing sensitive contractual information and negotiations.
