Job Description – Contracts & Procurement Specialist
A Construction Contracts and Procurement Specialist is responsible for managing contracts, sourcing materials and subcontractors, mitigating risk, and ensuring compliance throughout the lifecycle of a construction project.
This role bridges legal, financial, and operational functions to protect the company while ensuring projects are delivered on time and within budget.
Key Responsibilities
1. Contract Management
- Draft, review, and negotiate prime contracts, subcontracts, and purchase orders
- Ensure compliance with federal, state, and local regulations
- Manage change orders and contract modifications
- Identify and mitigate contractual risks
- Track insurance, bonding, and lien requirements
- Review pay applications, timesheets and assist in the project permitting process
- Review subcontractor invoices and purchase orders invoices
- Develop internal weekly project reports for the executive management team
- Lead weekly subcontractor meetings and write meeting minutes
- Assist and support the project team with daily project coordination activities
- Understand the scope of work, drawings, and specifications
2. Procurement Management
- Develop procurement strategies aligned with project schedules
- Source and prequalify subcontractors and suppliers
- Prepare and issue RFQs/RFPs
- Evaluate bids and conduct leveling analysis
- Negotiate pricing, terms, and delivery schedules
- Maintain vendor relationships and performance evaluations
- Purchase all materials, procure all equipment and coordinate between the field to ensure proper delivery of materials/equipment and call vendors to pick-up rented equipment when no longer needed on project sites
3. Cost & Risk Control
- Monitor procurement budgets and cost forecasts
- Analyze market pricing trends
- Ensure compliance with DBE, MBE, WBE, or other participation goals
- Manage supply chain risk and material lead times
4. Compliance & Documentation
- Maintain procurement logs and contract files
- Coordinate with legal, accounting, and project management teams
- Lead all aspects of the company’s safety and quality culture and creates awareness by demonstrating commitment to an injury-free work environment through individual actions
Required Skills & Qualifications
- Bachelor’s degree in Construction Management, Business, Engineering, or related field
- 5+ years of experience in construction contracts and procurement
- Strong knowledge of AIA contracts, public works procurement, and subcontract agreements
- Strong negotiation and analytical skills
- Understanding of risk allocation, indemnification, and insurance requirements
- Possess superb written and oral communication skills
- Possess intermediate to advanced level computer skills in Outlook, Excel, PowerPoint, Word, and Procore
- Must demonstrate key competencies in the areas of communication, planning, organizing, flexibility, adaptability, customer service, problem solving, attention to detail, and teamwork
- Must be organized, curious, proactive and efficient in daily tasks
- Must be able to meet deadlines and be results-driven
