Job Summary:
The Crewing and HR Manager is responsible for managing all aspects of crewing and human resources for an offshore ship management company. This includes recruitment, onboarding, scheduling, and compliance of marine personnel, as well as implementing HR strategies, policies, and practices aligned with UAE labor laws and international maritime standards. The role ensures that qualified and competent crew are available for vessel operations, and fosters a compliant, safe, and productive working environment both onboard and ashore.
Key Responsibilities:
Crewing Management:
- Plan, manage, and coordinate the deployment and rotation of offshore vessel crew (including DP vessels, AHTS, PSVs, etc.).
- Maintain an updated crew matrix for all vessels in compliance with client requirements and flag state regulations.
- Ensure timely certification, medicals, visa, and travel arrangements for crew joining/leaving vessels.
- Oversee compliance with STCW, MLC 2006, flag state, and OCIMF/IMCA standards.
- Liaise with manning agents and ensure contracts meet company and regulatory requirements.
- Monitor crew performance, handle grievance issues, and ensure disciplinary actions are carried out fairly.
HR Management (Onshore & Offshore):
- Develop and implement HR policies and procedures in compliance with UAE labor law and industry standards.
- Manage employee relations, recruitment, onboarding, and exit procedures for shore-based staff.
- Lead talent acquisition, training and development, and performance management initiatives.
- Maintain HR records, manage payroll inputs, leave tracking, and benefits administration.
- Ensure alignment of HR practices with company values and a strong safety culture.
Compliance & Reporting:
- Ensure timely audits of crew documentation, appraisals, and training compliance.
- Prepare crew reports, turnover statistics, budget forecasts, and HR metrics.
- Liaise with clients on crew-related matters, attend client audits, and ensure compliance with charterer requirements.
- Stay updated on UAE labor regulations, crew wage scales (ITF or client-specific), and international HR trends.
Qualifications & Experience:
- Bachelor’s degree in Human Resources, Maritime Studies, Business Administration, or related field.
- Minimum 7 years of experience in a similar role, preferably in offshore ship management.
- Strong understanding of STCW, MLC 2006, flag state and port state regulations.
- Proven experience handling UAE labor law and HR processes.
- Familiarity with offshore vessel operations (AHTS, DP, ROV support, etc.) and crewing requirements.
