The appointment relates to an on-going tender for operations, maintenance, and overhaul of a medium-sized rail transport system in the United Arab Emirates. The role is subject to successful award of the contract and offers an opportunity to shape and deliver world-class rail operations in the region.
The General Manager will oversee all aspects of operations and maintenance, ensure service excellence, regulatory compliance and financial performance. They will lead strategic planning, stakeholder engagement, and operational execution to meet contract goals and deliver a high-quality transportation service. The role includes executive powers to manage day-to-day operations and performance under the Operations & Maintenance (O&M) Contract and the Overhaul Contract.
Responsibilities
- Lead, develop and execute strategic plans to meet contractual requirements and organizational goals.
- Engage with the Client to maintain relationships, ensure contractual compliance, and make binding decisions under the O&M and Overhaul Contracts.
- Provide strategic direction and manage policies, procedures and work instructions to achieve performance targets and year-on-year improvement.
- Deliver O&M and overhaul KPIs aligned with profit and performance objectives.
- Champion business continuity and enterprise risk management initiatives.
- Engage with overhaul supply chain stakeholders to maintain relationships and maximise financial opportunities.
- Drive continuous improvement and strengthen Client relationships for future rebids.
- Oversee train services, customer services, asset management and maintenance programs to ensure high service quality and reliability.
- Lead operations teams (Operation Control Centre, stations) to ensure day-to-day service delivery per procedures.
- Promote a culture of safety, reliability and customer satisfaction; ensure compliance with safety, contractual, regulatory and quality standards.
- Implement safety and quality standards to ensure passenger and employee safety; monitor performance and manage risks.
- Lead incident response and crisis management protocols; ensure successful delivery of the Overhaul programme and related efficiency initiatives.
- Coordinate with the Safety Regulator and report progress on Overhaul plans.
Qualifications
- Bachelor's degree in transportation management, business administration, engineering, or a related field. Master's degree is desirable.
- Proven leadership experience in a management role within transportation or infrastructure sectors; experience managing urban rail or transit operations is preferred.
- Strong financial management skills including budgeting, forecasting and P&L accountability.
- Experience working with government agencies, regulatory bodies and community stakeholders.
- Ability to develop and implement long-term strategic plans; experience managing large contracts with performance monitoring and compliance.
- Knowledge of HR practices, leadership development and organizational culture; ability to lead diverse teams and promote inclusion.
- Fluent in English; relevant certifications in project management (e.g., PMP) or transportation/financial management are advantageous.
