Hospital Operations Manager

Job Summary

The Hospital Operations Manager is responsible for the end-to-end setup and launch of the hospital facility. The primary mandate is to transform a physical building into a functional, licensed, and staffed healthcare establishment. This includes securing all PHC (Punjab Healthcare Commission) licensing, designing clinical pathways, recruiting the medical and administrative workforce, and ensuring the Operation Theater (OT) and other critical departments are ready for the first patient.

Key Responsibilities

1. Regulatory Compliance & Licensing (The Foundation)

  • PHC Portal Management: Register the HCE (Healthcare Establishment) on the PHC e-portal.
  • Provisional to Permanent Licensing: Execute the roadmap from provisional licensing to full permanent status by meeting all MSDS (Minimum Service Delivery Standards).
  • Legal Documentation: Maintain an airtight repository of ownership docs, floor plans, building fitness certificates, and waste management contracts.

2. Clinical Pathways & SOP Development

  • Pathway Design: Create patient journey maps (Emergency ⮕ Triage ⮕ OPD/IPD ⮕ Discharge).
  • SOP Library: Draft and implement written SOPs for all departments (Infection Control, OT Protocols, Pharmacy Management, Patient Rights, and Medical Records).
  • MSDS Alignment: Ensure all 30–34 PHC standards (depending on Hospital Category) are documented and "inspection-ready."

3. Operation Theater (OT) Commissioning

  • Infrastructure Oversight: Monitor completion of modular/semi-modular OT walls, HVAC (HEPA filters/Laminar flow), and medical gas pipelines.
  • Equipment Validation: Oversee installation, calibration, and maintenance logging of surgical equipment (Anesthesia machines, OT lights, Autoclaves).
  • Sterility Clearance: Conduct pre-launch "Swab/Culture tests" to ensure zero-infection environments.

4. Doctor Engagement & Medical Staffing

  • The "Share & Fee" Model: Design and negotiate engagement models for doctors (Visiting Consultants, Part-time specialists, and Full-time Residents).
  • Credentialing: Verify PMC/PMDC registrations, degrees, and experience certificates for all clinical hires (a strict PHC requirement).
  • Roster Design: Create 24/7 duty rosters for doctors, nursing, and paramedical staff to ensure "Emergency Readiness."

5. Staffing & HR Setup

  • Recruitment: Lead the hiring of OT Technicians, Pharmacists, Nurses, and Administrative staff.
  • Orientation: Conduct mandatory staff training on MSDS, fire safety, and infection control before the hospital goes live.

Qualifications & Experience

  • Education: Master’s in Hospital Management (MHM), MBA (Healthcare), or MSPH. (Medical background like MBBS/BDS is a plus for PHC coordination).
  • Experience: 5–8 years, with at least one successful hospital launch or significant PHC inspection experience.
  • Expertise: Deep knowledge of PHC MSDS for Category 1 or 2 Hospitals.
