Job Description: HR & Operations Manager (Medical Field)Position Overview
The HR & Operations Manager is responsible for overseeing all human resources functions and day-to-day operational activities within the medical center. This role ensures compliance with healthcare regulations, smooth coordination between departments, and efficient management of staff, resources, and processes. The manager will serve as a bridge between management, medical staff, and administrative teams to drive operational excellence and maintain a positive work environment.
Key ResponsibilitiesHuman Resources Management
- Develop, implement, and enforce HR policies, procedures, and compliance with labor laws (MOHRE, DHA/DOH regulations, etc.).
- Oversee recruitment, onboarding, and credentialing of medical and non-medical staff.
- Manage employee relations, conflict resolution, disciplinary actions, and staff grievances.
- Monitor staff attendance, scheduling, and leave management in coordination with department heads.
- Design and implement training programs, CPD compliance, and staff development initiatives.
- Handle performance management, appraisals, promotions, and career progression.
Operations Management
- Supervise day-to-day operations of the medical center, ensuring smooth patient flow and service delivery.
- Oversee procurement, vendor management, and maintenance of medical/non-medical supplies and assets.
- Ensure compliance with licensing requirements, medical audits, insurance guidelines, and quality standards.
- Collaborate with clinical leadership (Medical Director, Department Heads) to optimize patient care services.
- Implement operational policies for housekeeping, stationary, patient registration, and asset control.
- Monitor KPIs (patient volume, staff productivity, operational efficiency) and prepare reports for management.
Finance & Administration
- Assist finance teams with payroll accuracy, incentive calculations, and compliance with contracts.
- Coordinate budgeting and cost-control measures for HR and operations.
- Support management in preparing operational plans, audits, and financial forecasts.
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, Healthcare Management, or related field (Master’s preferred).
- Minimum 5–7 years’ experience in HR & Operations, with at least 3 years in a medical/healthcare setting.
- Strong knowledge of UAE labor laws, MOHRE, and healthcare licensing regulations.
- Experience in handling healthcare staff credentialing, payroll, and scheduling.
- Proficient in MS Office, HR software, and clinic management systems.
