Job Responsibilities
As the HR operations lead for a local manufacturing factory in
Jeddah, Saudi Arabia
(approximately 50 employees), this role is responsible for building the localized HR system from 0 to 1 (under certain guidance) and executing all HR operational functions. The position will also undertake a small portion of administrative work during the initial stage.
Key Responsibilities

Independently complete registration and ensure full compliance operations on official Saudi government platforms including
Qiwa, Muqeem, Mudad, GOSI, Nitaqat, and Absher
, and support the setup and implementation of the HRIS system with limited supervision.

Develop recruitment channels, execute hiring processes, and ensure successful onboarding and staffing delivery.

Conduct local compensation and benefits benchmarking and participate in C&B strategy design (under guidance).

Manage the full employee lifecycle, including basic training, employee relations (onboarding, transfer, promotion, termination), employee engagement activities, payroll calculation and processing, and benefits administration.

Establish and optimize HR processes, policies, documentation, and workflow systems in phases based on business needs and headquarters requirements.

Undertake up to 20% administrative responsibilities, primarily including dormitory management and visa processing.
Job Requirements

Bachelor’s degree or above, major in Human Resources or related field preferred.

Minimum 5 years of HR experience in Saudi Arabia, including hands-on experience in recruitment delivery, payroll and social insurance processing, expatriate employee management, and full-cycle employee relations; at least 2 years of HR experience in the manufacturing industry is required.

Solid knowledge of Saudi Labor Law and social insurance regulations; proficient in operating Saudi government HR-related systems; strong compliance awareness.

Strong communication skills, service mindset, and good organizational and coordination abilities.

Basic data collection and analytical skills; experience with other local HR systems in Saudi Arabia is a plus.

Arabic and English must both be working languages.
