General Description:
The HR Administrator oversees the daily operations of the County’s Human Resources Department in partnership with the County Presiding Commission. This position serves as the County’s sole HR representative and plays a critical role in administering employee relations, timeclock, benefits and compliance.
This is a full-time benefit eligible position, and the salary will be commensurate to the education and experience of the selected candidate.
Essential Duties and Responsibilities:
- Assisting with the processes semimonthly payroll, including wage calculations, overtime, deductions, leave accruals and distribution of check stubs
- Generates and distributes W-2s
- Serves as the first point of contact for payroll and HR policy inquiries
- Liaison between management and employees to support communication and resolve concerns
- Organizes and manages quarterly drug screenings
- Submit quarterly employee statistics and reports to the appropriate agencies
- Prepares and updates HR policies, procedures, and the employee handbook
- Serves as the first point of contact for unemployment, workers’ compensation, and employment verification
- Assists with recruitment, including job postings, applicant screenings, and interview scheduling
- Conducts interviews for all employees reporting to County Commission and participates in other openings, upon request
- Manages benefits administration, including initial enrollment, optional or mandated changes, and terminations
- Conducts new employee orientation as well as on site benefits meetings during open enrollment
- Prepares HR-related reports, correspondence, and documentation for internal County use and to respond to inquiries from State and Federal sources
- Other duties may be assigned.
Required Knowledge, Skills, and Abilities:
- Management of automated timeclock system with day-to-day hands on experience
- Working knowledge of wage and hour laws and standard HR practices
- Strong Microsoft Office application skills
- Strong organizational skills with attention to detail and accuracy
- Ability to maintain confidentiality and manage sensitive information with discretion
- Strong written and verbal communication skills
- Ability to work independently and as part of a team.
Preferred Education, Qualifications, and Experience:
- Associate’s degree in human resources or equivalent certification from a recognized educational institution or specialist/certifying organization
- Associate’s or bachelor’s degree in Personnel Management, Accounting, or Business Administration
Minimum of two (2) years of experience in payroll and/or HR administration
Job Type: Full-time
Base Pay: $50,000.00 - $52,000.00 per year
