The HR Operations Lead / Manager will manage daily HR operations across multiple countries, ensuring seamless onboarding, payroll, and compliance for both in-house and outsourced teams.

This role requires strong hands-on experience in BPO/outsourcing operations and in-depth familiarity with governmental labor platforms such as GOSI , WPS , MOHRE , and Qiwa .

The right candidate will play a key role in standardizing HR processes across the region while ensuring compliance with local regulations.


Key Responsibilities


- HR Operations & Process Management

  • Oversee daily HR operations across Egypt, UAE, and KSA.
  • Manage the onboarding, offboarding, and full employee lifecycle for both internal and outsourced staff.
  • Implement standardized HR processes, policies, and documentation.
  • Lead HR administrative activities including contracts, renewals, and visa processes (UAE & KSA).

- Payroll & Compliance

  • Supervise payroll processing and ensure compliance with WPS (Wage Protection System) and local labor laws.
  • Manage social insurance and tax submissions in Egypt and GOSI compliance in KSA.
  • Ensure accurate data entry and maintenance across HRIS and government portals.

- Employee Relations & Coordination

  • Act as the regional focal point for HR operations between Egypt, UAE, and KSA offices.
  • Support business units with manpower planning, contract structuring, and documentation.
  • Coordinate with finance and legal teams to ensure adherence to employment regulations.

- Vendor & Outsourcing Management

  • Manage relationships with outsourcing partners, staffing agencies, and government offices.
  • Oversee onboarding and payroll for outsourced staff under BPO models.
  • Maintain accurate service-level reporting and HR metrics.


Qualifications & Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field (Master’s preferred).
  • 6–10 years of progressive experience in HR Operations, Payroll, or HR Administration , ideally within BPO or outsourcing industries .
  • Strong working knowledge of GOSI, WPS, Qiwa, MOHRE , and other GCC government systems.
  • Experience managing multi-country HR operations (Egypt, UAE, KSA).
  • Excellent understanding of regional labor laws and compliance.
  • Strong analytical, communication, and problem-solving skills.
  • Fluent in English & Arabic .
