Job Overview
The International Recruiter – HR Operations Specialist will lead global hiring initiatives across technical, AI/ML, SaaS, automation, cybersecurity, and B2B sales roles. This role combines strategic global talent acquisition with HR operational excellence, ensuring compliant, efficient, and scalable hiring processes across multiple regions.
This position requires experience in remote hiring models, EOR partnerships, HR automation tools, compliance frameworks, and analytics-driven recruitment.

This is an Onsite Role based in DHA Phase 2, Islamabad
Timings: 04:00 PM to 01:00 AM (Pakistan Time)
Key Responsibilities1. Global Talent Acquisition
- Manage full-cycle international recruitment (sourcing to onboarding) across APAC, MENA, Europe, and North America.
- Develop country-specific hiring strategies aligned with workforce planning and business objectives.
- Source candidates using LinkedIn Recruiter, job boards, Boolean search, talent mapping, and global databases.
- Conduct structured behavioral and competency-based interviews.
- Coordinate technical assessments with hiring managers.
- Negotiate international compensation packages aligned with local market benchmarks.
2. HR Operations & Compliance
- Ensure compliance with local labor laws, tax regulations, and employment standards across multiple jurisdictions.
- Manage documentation for international contracts, NDAs, IP agreements, and data privacy (GDPR compliance).
- Coordinate visa processing, work permits, and relocation processes where required.
- Collaborate with EOR/PEO partners for compliant global employment models.
- Maintain HR records in accordance with audit and regulatory requirements.
3. HR Systems & Process Management
- Administer and optimize ATS, HRIS, and payroll systems.
- Design recruitment workflows, SLAs, and reporting dashboards.
- Track recruitment KPIs: Time-to-Hire, Cost-per-Hire, Offer Acceptance Rate, Quality of Hire, and Diversity metrics.
- Implement automation for recruitment and onboarding processes.
- Conduct data-driven workforce analysis and generate hiring forecasts.
4. Onboarding & Employee Lifecycle Management
- Lead structured onboarding programs for international hires.
- Manage background checks and reference verification processes.
- Ensure seamless handover from recruitment to HR operations and payroll.
- Support probation tracking, performance review cycles, and documentation.
5. Stakeholder & Vendor Management
- Partner with department heads to define hiring plans and workforce requirements.
- Manage external recruitment agencies and international staffing partners.
- Coordinate with legal, finance, and compliance teams for cross-border hiring.
Required Qualifications
- Bachelor’s or Master’s degree in Human Resources, Business Administration, or related field.
- 3–5 years of experience in international recruitment and HR operations.
- Strong knowledge of global labor laws, employment contracts, and cross-border hiring compliance.
- Hands-on experience with ATS (e.g., Greenhouse, Lever, Workday, BambooHR).
- Experience working with EOR platforms such as Deel, Remote, or Oyster.
- Proficiency in HR analytics and reporting tools (Excel advanced level, Power BI preferred).
- Strong understanding of compensation benchmarking tools.
- Excellent negotiation and stakeholder management skills.
Preferred Skills
- Experience hiring for technical roles (AI/ML, SaaS, Software Engineering, Cybersecurity).
- Knowledge of immigration and relocation processes.
- HR certifications (SHRM, CIPD) are a plus.
- Experience in startup or high-growth tech environment.
