Operations Director

Role Description

This is a full-time, on-site role located in Muscat for an Operations Director. The Operations Director leads the planning and execution of IGC’s operational activities, overseeing key functions including capacity booking, nominations, intra-day balancing, emergency management, and settlement. The role works closely with the Transmission System Operator (TSO) to ensure efficient, compliant, and reliable gas commercialization from producers to end users.


This position is critical to ensuring operational excellence, effective shipper performance, and accurate settlement processes, while maintaining strong coordination across internal and external stakeholders.


Key Responsibilities

Strategic & Governance :

  • Support the development and execution of the Operations business plan and performance scorecard
  • Contribute to budgeting, forecasting, and cost control
  • Monitor operational risks and maintain the risk register
  • Consolidate and review operational performance reporting


Operations Management :

  • Lead day-to-day shipper operations and ensure optimal gas dispatch in coordination with the TSO
  • Oversee capacity booking, nominations, re-nominations, and intra-day balancing
  • Coordinate emergency response activities and operational continuity
  • Act as the key interface with the TSO, ensuring effective communication and alignment
  • Supervise settlement processes, including validation of volumes, consumption data, and invoicing
  • Support execution and management of shipper and inter-shipper agreements
  • Escalate key operational issues and corrective actions to senior management


Network Expansion Studies and Optimization:

  • Conduct a comprehensive review and analysis of the capacity expansion study, encompassing both technical and commercial aspects, in collaboration with the Transmission System Operator (TSO). This includes providing clear justifications for the project, determining sizing, tariff considerations, capital expenditure (capex), and establishing a timeline.
  • Conduct and lead studies to optimize the monetization of molecules in collaboration with key stakeholders. This includes exploring options such as swapping, identifying final destinations, freeing up gas through renewable energy initiatives, and optimizing gas utilization.
  • Pursue initiatives and conduct studies, as needed, focusing on the network, end-users, and suppliers to maximize value across the gas value chain.


Contract Datasheet and Gas Nomination exercise:

  • Lead and work closely with the Transmission System Operator (TSO) to prepare contract datasheets in alignment with the Transportation Code, ensuring sufficient system capacity is secured.
  • Oversee the preparation of next year’s gas nominations and maintenance schedules in collaboration with TSO, suppliers and end-users, ensuring alignment with the Gas Supply Agreement and maximizing margins.
  • Coordinate closely with the Planning and Commercial teams to ensure nominations are accurate and meet customer requirements.


Metering & Validation exercise:

  • Oversee system mass balance (daily, monthly, yearly), ensuring alignment of supply, demand, and linepack
  • Validate metering data against invoiced volumes and resolve discrepancies
  • Lead metering disputes and mismeasurement resolution with TSO and stakeholders
  • Review and approve metering reports and participate in verification and calibration processes.


Functional Oversight

  • Manage capacity booking processes and maintain accurate records
  • Oversee short-term forecasting and nomination submissions
  • Monitor gas flows and implement balancing actions
  • Ensure effective handling of operational disruptions
  • Oversee validation of gas consumption and financial settlements


Key Interactions

  • Internal: Commercial, Finance, Planning
  • External: TSO, contractors, vendors, suppliers, end-users, government entities

Work Environment

Dynamic office environment with moderate to intensive computer use

May require extended hours based on operational needs


Qualifications & Experience

  • 15+ years of relevant experience, including at least 5 years in engineering and natural gas operation.
  • Deep understanding of Oman’s gas network system, gas regulatory framework, and sector operations.
  • Experience in the gas business includes gas conditioning, processing, transportation, extraction, fractioning, and liquification.
  • Experience in Engineering work including feasibility, concept engineering and FEED.
  • Relevant experience in network operations considering factors such as product type, quantity, destination, and transportation mode.
  • Expertise in monitoring performance metrics, data validation, cash flow analysis, and stakeholder coordination.
  • Proven ability to lead cross-functional teams and drive operational excellence in a complex regulatory environment.
