Industry: Construction/Real Estate (Villas & High-Rise Towers) We are seeking an experienced and detail-oriented Procurement Engineer to manage the end-to-end sourcing and acquisition of all Civil and MEP materials, equipment, and subcontractor services for our high-end villa and high-rise tower projects in Dubai. The ideal candidate will combine strong technical knowledge with proven supply chain management expertise to ensure cost-effectiveness, quality control, and timely delivery in compliance with local regulations and project timelines.Key Responsibilities
- Procurement Strategy: Develop and execute comprehensive procurement strategies for both Civil (e.g., concrete, steel, finishes) and MEP (e.g., HVAC, electrical systems, plumbing materials) items in line with project requirements and budgets.
- Sourcing & Vendor Management: Identify, evaluate, and qualify reliable local and international suppliers and subcontractors. Manage the Approved Vendor List (AVL) and conduct regular performance reviews.
- Tendering & Negotiation: Prepare Requests for Quotation (RFQs), analyze technical and commercial bids, and lead negotiations with vendors to secure optimal pricing, terms, warranties, and delivery schedules.
- Technical Compliance: Review and interpret engineering drawings, specifications, Bills of Quantities (BOQs), and material submittals to ensure all procured items meet project quality standards and design requirements.
- Logistics & Delivery Management: Coordinate with suppliers, logistics providers, and site teams to ensure timely material delivery, including managing international shipments and customs clearance when necessary.
- Documentation & Reporting: Maintain accurate records of all purchase orders (POs), contracts, and claims. Prepare procurement reports, cost analyses, and budget forecasts for management.
- Quality Assurance & Compliance: Work with Quality Control teams to inspect materials upon delivery and resolve any non-compliance issues. Ensure all procurement activities adhere to UAE building codes, Dubai Municipality (DM), DEWA, Civil Defense, and other relevant local regulations.
- Cost Control & Value Engineering: Proactively identify cost-saving opportunities and value engineering proposals without compromising quality or project integrity.
- Stakeholder Collaboration: Liaise effectively with project managers, engineers, cost control, design, and finance teams to ensure seamless project execution.
Required Qualifications & Skills
- Education: Bachelor's degree in Engineering (Civil or Mechanical/Electrical preferred).
- Experience: Minimum 5-8 years of experience in procurement within the UAE construction industry, with a strong focus on both civil and MEP works, preferably in high-rise and villa projects.
- Technical Skills:
- Proficiency in reading and interpreting complex engineering drawings, specifications, and BOQs.
- Strong knowledge of local market pricing, suppliers, materials, and subcontractor networks in the UAE.
- Familiarity with procurement software and ERP systems (e.g., SAP, Oracle, Oracle).
- Soft Skills:

- Strong analytical and problem-solving abilities.
- Excellent communication, interpersonal, and team collaboration skills.
- High level of attention to detail and strong organizational skills.
Preferred Qualifications
- Professional certification in procurement or supply chain management (e.g., CIPS, CPSM).
- Knowledge of standard contract forms like FIDIC.
- Valid UAE Driving License.
