We're hiring a Program Manager to lead the ICT Program Management Office for a major organisation in Qatar. This is a senior, high-impact role responsible for budget governance, procurement oversight, commercial management, and the establishment of program controls across all IT programs and projects - in direct alignment with the organisation's ICT strategic objectives.

Key responsibilities

Budget, procurement & commercial management - Lead annual budget planning, oversee procurement and tendering cycles, manage contracts, work orders, and invoicing across all ICT programs. Engage with key external stakeholders including MCIT and MoF.

Program & project governance - Anchor the development of governance frameworks, define performance metrics and compliance standards, and maintain program health assessment practices.

Resource management - Monitor resource utilisation, forecast demand, and assist senior management and project managers in resource planning and allocation.

Risk management - Identify and escalate program-wide risks - including budget, commercial, and contractual risks - and collaborate with stakeholders to drive timely resolution.

Reporting & people management - Deliver regular status reporting to senior management and external stakeholders, and manage the PMO team with clear task assignment and guidance.

What we're looking for

• Proven experience managing ICT PMO functions at a senior level
• Strong background in IT budget management, procurement, and commercial oversight
• Demonstrated ability to define and enforce program governance frameworks
• Experience engaging with government or semi-government stakeholders in the GCC
• Excellent communication and stakeholder management skills
