Job Description

Metro¿s Office of Bus Service Planning & Scheduling is looking for two Program Manager Planning team members, specifically focusing on maintaining Metro¿s 3 year plan for bus service and bus customer facility improvements, Metro¿s twice annual updates to bus service routes and schedules and adjustments to bus service routes, stops and schedules that occurs between new service schedules due to roadway projects, development projects, operational issues, etc. The Managers are supported by Transit Service Planners specialized by state level jurisdiction and a Senior Transportation Planner and Transportation Economist/Analyst. The Managers lead the Service Planning activities with the Office of Bus Service Planning & Scheduling and also ensure proper hand-off of tasks from the Service Planning section to the Scheduling section for the development of new service schedules. The Managers also lead tasks associated with providing information about upcoming changes to bus service to other groups within Metro to support customer communications and operational training and readiness. Additionally the Managers are also actively engaged with coordinating with Metro¿s jurisdictional partners to coordinate transit service plans, prepare mitigations for disruptions affecting bus service, improve bus stop conditions and make operational safety improvements on jurisdictional roadways.


Minimum Qualifications

Education

  • Bachelor¿s degree in Planning, Engineering, Economics, Public/Business Administration, or a related field
Experience
  • A minimum of seven (7) years of progressively responsible experience in transportation planning, public transportation policy and/or planning, project management, and/or public advocacy

Job Summary

The Program Manager, Planning oversee, manages, and coordinates the development of assigned transit planning programs and projects from concept to final delivery. The incumbent manages teams comprised of employees, contractors, and/or colleagues to drive outcomes to improve transit services and/or infrastructure. The incumbent advocates for Metro¿s needs in regional planning activities including coordination with other offices within the Authority and with federal, state, regional and local agency representatives and other stakeholders.

Essential Functions

  • Leads or supports the implementation of key programs, projects and/or initiatives within the Office of Planning Business Plan in support of the Authority¿s strategic plan.
  • Serves as a project manager, managing teams consisting of employees, contractors, and colleagues from partner departments to develop solutions to achieve Authority¿s mission and resolve the region¿s mobility challenges.
  • Manages planning activities to improve transit service and/or infrastructure including developing and preparing major inputs to the annual work plan; writing scopes of work; identifying program goals and outcomes; determining staffing needs, and managing plans and programs to expand and improve transit service and infrastructure.
  • Prepares and presents oral/written documentations, presentations, reports/recommendations for internal and Board materials within areas of assigned responsibility.
  • Advocates for Metrorail system or Metrobus services in local, state, and regional transportation projects and studies, and represents the Authority at local, state, and regional technical and committee meetings.
  • Identifies opportunities for ridership growth and service enhancement through innovation and new initiatives and recommends these strategies to senior management.
  • Supports WMATA¿s strategic plan by identifying policies for potential Board consideration that leverage an enhanced understanding of mobility, equity, and land use to improve operational and financial performance.
  • Supervises subordinate staff to include interviewing, hiring, training, and coaching employees; planning, assigning, and directing work; leveraging team and individual strengths; managing performance; rewarding and disciplining employees. Leading contractors and 3rd party vendor relationships (agreements, statement of work, deliverables, schedules) and perform Contracting Officer duties as needed.

OTHER FUNCTIONS

  • Ensures success of Strategic Planning work plan by engaging and gaining buy-in from WMATA leadership and key stakeholders such as COUN, IPLN, OMBS, OBTR, OEEO, GOVR, CASC
  • Directs analysis of benefits and costs and WMATA fiscal/financial impacts of strategies and polices
