Purchasing Coordinator Overview:
The Purchasing Coordinator manages and executes the procurement activities for HC Housing & Community Development Department (HCD). This role ensures routine purchase requisitions are converted into purchase orders within required timelines. The position requires interaction with internal staff and HC Purchasing to ensure procurement policies are being applied when purchasing goods or services. Contract management utilizing internal software must be monitored to ensure timely contract renewals.

Duties & Responsibilities:
  • Process purchase requisitions and orders in accordance with Harris County procurement policies and Texas Local Government Code.
  • Solicit informal quotes from vendors for supplies and services; evaluate bids and make recommendations based on price, quality, and service.
  • Track and monitor purchase order status, delivery timelines, and invoice resolution.
  • Work with departments to forecast procurement needs and support budget planning for upcoming purchases.
  • Assist with contract administration including tracking term dates, renewals, and amendments.
  • Serve as liaison between department staff, Harris County Purchasing Office, and vendors.
  • Manage end-to-end travel arrangements for employees, including booking air travel, lodging, vehicle rentals, and registrations for conferences or training.
  • Ensure all travel requests are submitted, reviewed, and approved in accordance with Harris County travel policy.
  • Process and audit travel reimbursement requests, ensuring proper documentation and compliance with HC adopted per diem rates and county policy.
  • Serve as department expert on travel procedures; provide guidance and training to staff as needed.
  • Other duties as assigned.

Requirements

Education/Experience:
  • Bachelor's degree in a business-related field from an accredited college or university.
  • Three (3) to five (5) years' experience in purchasing, contract compliance, or accounting including vendor contract execution, monitoring and procurement.
Licensure:
  • Valid Driver's License (Texas upon hire)
Knowledge, Skills, and Abilities:
  • Working knowledge of RFP/RFQ sourcing process.
  • Ability to communicate clearly, both written and verbally.
  • Ability to multi-task and remain organized.
  • Knowledge of grant requirements regarding procurements.
  • Negotiation and conflict resolution skills.

General Information

Position Type, and Typical Hours of Work:
  • Full-Time | Regular
  • Monday - Friday | 40 Hours per week
Work Environment:
  • The work is performed in an office setting.
  • No special safety precautions are required.
Physical Demands:
  • The work is primarily sedentary with occasionally required travel to training events or meetings.
  • Working with files is occasionally required.
  • This would require the ability to exert up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

Employment may be contingent on passing a drug screen and meeting other standards.
