 The purpose of the position is to work on cases or legal issues of extremely complex and difficult legal or factual issues requiring a high order of legal endeavor with the incumbent often having to balance conflicting interests; or matters that can have the effect of substantially broadening or restricting the activities of MPD.

  The Incumbent Will Be Responsible For The Following

   Serves as an attorney in the Office of the General Counsel handling moderate to complex legal matters. Reviews various legal documents and relevant case law to determine whether execution or non-execution of proposed actions is in the best interest of the Department and the District of Columbia government. Provides statement of reasons and drafts language necessary to obviate objections.

   Examines and analyses proposed orders, legislation and other legal documents from various sources for legal sufficiency, both as to the form and substance of agency actions. Performs the aforementioned research and provides oral or written opinions resulting from such analysis.

  </li>
  <li>
   Provides legal analysis of grievances, adverse action appeals, and allegations of unfair labor practices in accordance with Federal and District law, rules, regulations, case law, Public Employee Relations Board and arbitral precedent, and provisions of the applicable collective bargaining agreements.

   Assists members of the service in interpreting and enforcing Federal, State and local laws; advises Department officials concerning labor-management issues.

   Reviews all Departmental policies, practices, procedures, and forms for legal sufficiency and conformance to the law and applicable collective bargaining agreements.

   Confers with the Office of the Attorney General for the District of Columbia on a case-specific basis to ensure that victims of crime, witnesses, and members of the service have maximum legal protections prior to submission of all discoverable material.

   Coordinates with Human Resource Management Division, Office of Labor Relations and Collective Bargaining, Mayor's Office of Legal Counsel, Office of the Attorney General, and other internal and external stakeholders regarding labor and employee relations issues.

   Represents the Agency at formal and informal proceedings, including mediations, and administrative hearings. Representation includes interviewing witnesses, consulting with policy makers and recommending agency position and strategy, preparing witnesses, conducting pre-hearing motions practice and discovery, conducting direct and cross-examination of witnesses, submitting post-hearing briefs, and filing appeals as necessary.

   Timely processes, reviews, and responds to subpoenas, court orders, civil discovery, and motions for records served upon the Department. Advises members of the service regarding all subpoena-related questions and prepares response papers and appears in Federal and District courts.

   Confers with and incorporates concerns of District Government officials, members of administrative bodies, and officials outside the District Government regarding all actions taken during reviews, as well as the conclusions from proceedings on other matters handled.

   Attends and participates in hearings before committees of the Council of the District of Columbia and the Congress pertaining to proposed laws and/or legislation which may affect existing laws related to the functions of the Department.

Williams & Connolly LLP is seeking an Attorney Recruiting and Development Assistant. Under the direction of the Chief of Attorney Talent and Manager of Attorney Recruiting and Development, the candidate's primary responsibilities will include, but are not limited to:
<br><br>
<ul>
<li>Processing associate and summer associate applications using FloRecruit and Symplicity;</li>
<li>Assisting in the preparation of Hiring Committee meetings by scanning and organizing candidate materials;</li>
</ul>
Preparing and assembling orientation documents for incoming associates and summer associates, including maintaining the firm's intranet portal and distributing, tracking, and filing onboarding documents;
<br><ul>
<li>Providing logistical support for internal and external social events for attorneys and summer associates including but not limited to nametags and attendance tracking;</li>
<li>Assisting with the summer associate hiring cycle by:</li>
</ul>
o Submitting law school registration forms and fees;
<br>o Generating interview materials through Symplicity;
<br>o Uploading candidate materials to FloRecruit;
<br>o Coordinating with various career services offices; and
<br>o Greeting and escorting applicants at the firm.
<br><ul>
<li>Attending WALRAA/NALP meetings and events as needed;</li>
<li>Processing vendor invoices, expenses and reimbursements for associates and summer associates as they relate to travel, meals, hotels, moving, bar and other onboarding reimbursements; and</li>
<li>Providing general administrative support for the Professional Development Administrator, Manager of Women's Initiatives, and Senior Diversity and Inclusion Coordinator, all of whom report to the Chief of Attorney Talent.</li>
</ul>
The ideal candidate will be detail-oriented and organized, and will exercise discretion and maintain confidentiality at all times. The candidate must have the ability to prioritize competing deadlines while working in a fast-paced environment, and work both independently and with all levels of the firm and department personnel. The ideal candidate will be proficient in Microsoft Excel, and knowledge of viRecruit, FloRecruit and Symplicity is a plus. One to two years of experience in a law firm recruiting department or law school career services office is preferred. Bachelor's degree strongly preferred.

The working hours for this position are 9:00 am - 5:30 pm. The candidate must also be available for in-person work and overtime, including early mornings, evenings and weekends during the heavy recruiting period (April - June), and must be available and able to travel around the DC metro area to attend recruiting related events. After successfully completing the introductory period, the candidate will be eligible to work the department's approved hybrid schedule.

Work is performed in a professional office environment and requires the following:

<li>Prolonged periods using a sit-to-stand desk and working on a computer.</li>
<li>Repetitive movements, including typing on a keyboard and using a mouse.</li>

This is a non-exempt position. The anticipated hourly wage for this position is $30.76 - $35.89, which equates to $60,000 - $70,000 on an annual basis based when working the standard 1,950-hour annual work schedule. The final offer amount is dependent on a variety of factors including, but not limited to, years of experience, education, and other relevant skills and qualifications.
