Pay Details

The Kennedy Center strives to design equitable compensation programs. The projected salary range for this position is $160,000 - $180,000, commensurate with experience, and includes a comprehensive benefits package. This is the targeted range of possible compensation for this role at the time of posting. This range may be modified in the future. Job Description

The Associate General Counsel (IV) position is located in the Office of General Counsel (OGC), Office of the President, Kennedy Center. The purpose of this position is to provide professional legal advice and services to the General Counsel, appropriate Kennedy Center staff, and Kennedy Center departments and affiliates, including the National Symphony Orchestra, the Washington National Opera and VSA on matters that require the utmost confidentiality and urgency. The Associate General Counsel (IV) will report directly to the General Counsel.

The OGC handles legal, policy, and regulatory matters for the Kennedy Center and is consulted generally on programming, operational, and organizational matters.

Key Responsibilities

LEGAL

Written deliverables such as legal memoranda, emails, letters, briefs, presentations, etc. must be concise, thorough, propositional, and provide well-reasoned interpretations and recommendations.</li>
<li>Provide guidance on a wide range of federal contracting and procurement matters, including application and interpretation of the Federal Acquisition Regulation (FAR).</li>
<li>Provide legal and policy guidance regarding federal appropriations and administrative law.</li>
<li>Coordinate litigation matters related to the Kennedy Center&rsquo;s federal activities, respond to subpoenas and document requests, draft and review pleadings, and assist with or represent staff at depositions.</li>

<li>Serves on internal administrative committees as needed.</li>

GENERAL

<li>Proactively provides creative and innovative recommendations on administrative and organizational processes associated with the operational efficiency and effectiveness of OGC.</li>

Key Qualifications
<ul>
<li>Minimum 5 years as a practicing attorney dealing with legal issues in the areas of Federal contracting and procurement, including extensive knowledge of the FAR, and Federal appropriation law.</li>
<li>Strong preference given to applicants with experience in two or more of the following subject matters: Federal Employment &amp; Labor matters and HR policies, Federal Tort Claims Act claims and process, Ethics, Grant and Cooperative Agreement management, including knowledge of 2 CFR Part 200, and general administrative law.</li>
<li>Admission to the District of Columbia bar and current membership in good standing.</li>

<ul><li>Provide legal counsel throughout the lifecycle of major infrastructure, engineering, and construction projects, including procurement, negotiation, execution, administration, and dispute resolution.</li><li>Support real estate and development transactions, including acquisitions, dispositions, leasing, easements, and public-private/commercial development agreements.</li><li>Collaborate with internal teams and external partners such as architectural, engineering, and construction management firms to ensure alignment with legal obligations and risk mitigation strategies.</li><li>Review and interpret complex engineering and construction documents (e.g., plans, specifications, schedules) to identify and advise on legal exposure and risk.</li><li>Advise on contract administration, potential claims, and legal strategies related to construction or design issues, including forensic construction scheduling.</li><li>Provide legal guidance on procurement processes, including RFI/RFQ/RFP development and contract drafting.</li><li>Monitor and respond to changes in applicable laws and regulations affecting infrastructure and real estate activities.</li><li>Manage outside counsel engaged on project-related matters and ensure compliance with Amtrak&rsquo;s legal and financial guidelines.</li><li>Conduct training and briefings for internal stakeholders on legal issues related to infrastructure, construction, and real estate operations.</li><li>Perform special assignments and projects as delegated by the Deputy General Counsel or other senior legal leaders.</li></ul></div><div> 
MINIMUM QUALIFICATIONS:

The salary/hourly range is $163,000-$211,140, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee&rsquo;s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee&rsquo;s base salary. Founded in 1971, Public Citizen is a nonprofit consumer-advocacy organization that advocates before all three branches of the federal government to advance the interests of consumers, workers, and the public generally. We conduct public education campaigns, run coalitions, handle litigation, and do research and advocacy on issues concerning consumer protection, access to justice, healthcare, worker health and safety, budget, tech policy including AI, and climate and energy.

The General Counsel, working with a part-time deputy general counsel, oversees all aspects of legal compliance. The General Counsel reports to Public Citizen&rsquo;s Co-Presidents and advises all of its internal managers. 
 
Responsibilities 
The General Counsel&rsquo;s responsibilities include the following:<ul><li>
Ensuring that Public Citizen maintains rigorous compliance with all applicable legal standards, including &ndash;<ul><li>

IRS rules governing 501(c)(3) and 501(c)(4) organizations;

employment and labor law.

Performing &ldquo;libel review&rdquo; of reports, press releases, and other materials before publication.</li><li>
Providing legal and strategic advice to help staff structure new projects.</li><li>
Responding to litigation threats and third-party discovery requests, retaining and working with outside counsel where appropriate.
</li><li>Providing legal advice and consultation for the human resources department, particularly with respect to employment-related matters.</li><li>
Providing legal advice and consultation for the administration and accounting departments, particularly with respect to landlord/tenant matters.</li><li>
Participating in collective bargaining.</li><li>

Responding to official government inquiries.</li><li>

Requirements and qualifications<ul><li>
J.D. and a minimum of 10 years&rsquo; legal experience. Admitted to practice law in Washington, DC, or eligible to waive in.</li><li>
Experience in 501(c)(3) and 501(c)(4) nonprofit law.</li><li>
Knowledge of lobbying law and employment law preferred.</li><li>
Management experience preferred.</li><li>
Strong writing skills.</li><li>
